10.902:  Soil and Water Conservation

Objectives:  To plan and carry out a national natural resource conservation program, and to provide leadership in conservation, development, and productive use of the nation's soil, water, and related natural resources.

10.902 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Land users, Land owners, Community organizations State governments and local governments. Resource assistance needed is usually reviewed with the conservation district governing body. Individuals and groups may become cooperators with local conservation districts to which application for assistance is directed. Applicants are also eligible in Puerto Rico, the Virgin Islands, and Western Pacific U.S. Trust Territories.

Beneficiary Eligibility:  General public, State governments, and local governments.

Credentials/Documentation:  None.

10.902 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O. 12372.

Application Procedure:  Contact the local Natural Resources Conservation Service office in nearly all counties. Preapplication coordination of this program is not required. This program is subject to the provisions of OMB Circular No. A-110.

Award Procedure:  Not applicable.

10.902 PROGRAM ACCOMPLISHMENTS:

NRCS provided conservation technical assistance to about 742,000 land users and units of government in fiscal year 1999. As a result of these services, land users made conservation planning decisions on 61 million acres of land. Of this 61 million acres, assistance was provided on about 23 million acres of cropland, 28 million acres of rangeland, 5 million acres of pastureland, 2.5 million acres of forest land, and 2.7 million acres of land in other uses. By treating this land, about 214,253,000 tons of soil and an estimated 31,570 tons of salt was inhibited from entering the nation's waterways.
