Popular Name:  (Export Control) Exporter Assistance Program

Objectives:  Respond to the needs of the exporting community by phone, in person, and through seminars and other outreach efforts in order to help exporters understand and comply with the Export Administration Regulations that involve the export of certain products and technical data requiring a special export license for shipments to foreign countries.

11.150 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, counseled and assisted 141,122 exporters through phone inquiries and walk-in counseling, processed 35,849 phone inquiries through the automated "System for Tracking Export License Applications" (STELA) for advice, assistance, and processing stage of applications and held 204 export licensing seminars. In fiscal year 2000, it is anticipated that 200,000 exporters will be counseled through phone inquiries and walk-in counseling, over 38,000 phone inquiries will be processed through STELA for advice and processing stage of applications, and 204 export licensing seminars will be held. In fiscal year 2001, it is estimated that 200,000 exporters will also be counseled through phone inquiries and walk-in counseling, 40,000 phone inquiries processed through STELA for advice and processing stage of applications, and 220 export licensing seminars held.

Length and Time Phasing of Assistance:  Not applicable.

Uses and Use Restrictions:  Individuals and business firms may obtain information, training, and assistance on the interpretation of export control regulations and policies, when an individual validated export control license is required; and secure expeditious handling of an export application when priority action is warranted.

11.150 POST ASSISTANCE REQUIREMENTS:

Reports:  None.

Audits:  In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), recipients that are States, Local Governments, Non-profit Organizations (to include Hospitals), and Institutions of Higher Learning shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31. U.S.C. 7501-7507). Commercial organizations shall be subject to the audit requirements as stipulated in the award document.
