11.470: Office of Administration Special Programs

Objectives: To identify, develop, and encourage minorities to pursue careers and graduate degrees in the atmospheric, environmental and related sciences. To expose a large segment of minority faculty and students to atmospheric and environmental sciences in order to increase the number of such students pursuing careers in these areas.

11.470 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility: Historically Black Colleges and Universities with enrollments of 50 percent or more members of minority groups, interested in increasing the number of minority students studying (undergraduate or graduate) and pursuing careers in atmospheric and environmental sciences.

Beneficiary Eligibility: Historically Black Colleges and Universities interested in administering programs in atmospheric and environmental sciences for minorities.

Credentials/Documentation: Proposal with statement of work and budget estimates accompanied with SF-424 (Rev. 4-88). Cost will be determined in accordance with OMB Circular Nos. A-21 for institutions of higher education, with A-87 for State and local governments, and with A-122 for nonprofit organizations.

11.470 APPLICATION AND AWARD PROCESS:

Preapplication Coordination: None. This program is excluded from coverage under E.O. 12372.

Application Procedure: Submit Standard Form 424, project proposal and budget following the format specified by the funding agency and the Civil Rights Division.

Award Procedure: Applications are reviewed by the Civil Rights Office and are awarded by the Grants Management Division.

Deadlines: None.

Range of Approval/Disapproval Time: From 90 to 180 days from receipt by the Civil Rights Office.

Appeals: None.

Renewals: Available subject to performance and funding availability. Renewal of an award to increase funding or extend the period of performance is at the sole discretion of the Department.

Criteria for Selecting Proposals: Applications are reviewed and recommended on basis of relevance to program objectives. Expected results, benefits, soundness of approach, cost effectiveness and other factors.

Examples of Funded Projects: Continued funding of Curriculum and Faculty Development Program in Earth System Sciences.

Range and Average of Financial Assistance: $255,000.

11.470 RELATED PROGRAMS:

11.470 PROGRAM ACCOMPLISHMENTS:

Funding has been provided to continue the development of the Earth Systems Sciences program at Clark Atlanta University. There were several accomplishments made during the grant period. The first year of the grant plans were finalized for establishing an Earth System Science Program. A faculty development team was initiated for the Earth System Science curriculum. Collected and procured materials for a reading room. During the second year of the grant an Earth System Science laboratory was designed and equipment was procured for this laboratory. A five year dual-degree program in physics and meteorology with the University of Oklahoma has been initiated. For the final grant period, Clark Atlanta has instituted a Synoptic Meteorology course and laboratory. It has planned and developed an outreach weather and climate mini-course. NOAA has awarded a grant to Clark Atlanta University to continue support for the development of a curriculum in Earth Systems Science adding three new courses, to recruit and provide scholarship support for students in the ESS and dual degree programs, to design and equip a synoptic laboratory, and to support the positions of a computer systems analyst, an administrative assistant and a technician.

11.470 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements: This program has no statutory formula.

Length and Time Phasing of Assistance: Awards are normally for a 12 month period. A recipient receives the awarded funds through the Financial Assistance Disbursement System (FADS) or by reimbursement by Treasury check.

Uses and Use Restrictions: Grant funds may be used for research and education projects.

11.470 POST ASSISTANCE REQUIREMENTS:

Reports: Submit semi-annual progress and financial reports. Final reports are required at the end of the support period.

Audits: In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), recipients that are States, Local Governments, Non-profit Organizations (to include Hospitals), and Institutions of Higher Learning shall be subject to the audit requirements contained in the Single Audit Act Amendments of 1996 (31 U.S.C. 7501-7507). Commercial organizations shall be subject to the audit requirements as stipulated in the award document.

Records: All financial and programmatic records, supporting documents, statistical reports, and other records of grantees or subgrantees are required to be maintained in accordance with the terms of the award. The recipient must retain records for 3 years from the date the final expenditure report is submitted.
