Applicant Eligibility: Any accredited U.S. institution of higher education (defined in Section 1201(a) of the Higher Education Act of 1965, 20 U.S.C. 1141(a) is eligible to apply for a grant. This includes 2 and 4 year colleges and universities, both public and private. Other organizations, associations, agencies, and foreign institutions may be included in proposals but may not be direct recipients of a grant. Federal government schools are not eligible.
Beneficiary Eligibility: Accredited U.S. institutions of higher education and their students.
Credentials/Documentation: None.
Preapplication Coordination: None. This program is excluded from coverage under E.O. 12372.
Application Procedure: All eligible, private and public U.S. institutions of higher education may submit proposals in response to the relevant agency announcements.
Award Procedure: Award decisions will be based on a competitive selection of proposals resulting from an independent merit review.
Deadlines: Specified in annual application, usually in the Spring.
Range of Approval/Disapproval Time: From 45 to 60 days at each stage of a 2 stage process.
Appeals: None.
Renewals: Reapply and compete again with a new proposal.
Criteria for Selecting Proposals: Significance of the problem and proposal's response to the problem; proposals effectiveness, and evaluation plans.
Examples of Funded Projects: (1) Development of a model program to enable students to study and learn in business and professional communities in China; (2) a collaborative project to increase the number of students with expertise in women's roles in national development, democratization, and production in countries of Africa; (3) a program to enable 17 universities to graduate at least 25 public-service professionals each year with advanced proficiency in less common studied languages and practical international experience; (4) continuation of a program to increase international education, language competency, and technical knowledge of science and engineering students; (5) development, publication and distribution of courseware for less commonly taught languages; (6) development of a model program to prepare undergraduate and graduate students for careers in international trade; and: (7) creation of a summer program that incorporates and teaches Russian and Ukrainian Languages, Slavic culture, international business and international political studies to students and faculty of Historically Black Colleges and Universities and members of the Hispanic Association of Colleges and Universities.
Range and Average of Financial Assistance: Up to $200,000 per year for two years.

Obligations: (Grants) FY 99 $2,000,000; FY 00 est $2,000,000; and FY 01 est $2,000,000. (Note: funding is based on a calendar year basis. Funds are not subject to annual appropriations. Grant funding comes from interest earned from money deposited in the National Security Education Trust Fund.)

Formula and Matching Requirements: None.
Length and Time Phasing of Assistance: Grants are for one or two years.
Uses and Use Restrictions: Grant awards are made to U.S. institutions of higher education to develop or strengthen their capabilities to enhance the national capacity to educate U.S. citizens in critical languages, areas, and international fields. The National Security Education Act places no special or unique requirements on grantee institutions. Only requirements that govern all Federal grants will apply to NSEP grants. No International exchange programs may be funded by NSEP.
Reports: Semi-annual progress reports.
Audits: Subject to the requirements of OMB Circular Nos. A-88, A-110, and A-133.
Records: The Comptroller General of the United States or a duly authorized representative from the General Accounting Office shall, until 3 years after final payment under this grant have access to and right to examine any of the recipient's directly pertinent books, documents, papers, or other records involving transactions related to this grant.
