Applicant Eligibility: The Island Governments of American Samoa, Guam, the Northern Mariana Islands, and the Virgin Islands.
Beneficiary Eligibility: The principal beneficiaries of CDBG funds are low and moderate income persons. Low and moderate income is generally defined as 80 percent of the median income for the territory, as adjusted by family size.
Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments.
Preapplication Coordination: None. This program is excluded from coverage under E.O. 12372.
Application Procedure: Applicants must file an application and it will be reviewed to insure that it meets all requirements prior to funding.
Award Procedure: The Hawaii State Office and the HUD Caribbean Office are responsible for reviewing performance, approval, and for notification of the applicant.
Deadlines: Applicants must submit applications within 90 days of the notification of the grant amount from HUD.
Range of Approval/Disapproval Time: From 60 to 75 days.
Appeals: None.
Renewals: A new application procedure is initiated for each renewal.
Criteria for Selecting Proposals: Not applicable.
Examples of Funded Projects: Housing rehabilitation, infrastructure and public facilities development, and/or improvements, economic development initiatives, microenterprise/small business creation and/or assistance, and first-time home buyer assistance.
Range and Average of Financial Assistance: the average amount awarded was: American Samoa: FY 98 $994,000, FY 99 and 00 est$1,005,000; Guam: FY 98 was $2,776000, FY 99 and 00 est $2,870,000; N.M. Isles: FY 98 was $921,000, FY 99 and 00 est $931,000; Virgin Islands: FY 98 was $2,170,000, FY 99 and 00 est $2,194,000.

Type of Assistance: Project Grants.
Obligations: (Grants) FY 99 $7,000,000; FY 00 est $7,000,000; and FY 01 est $7,000,000. (NOTE: Amounts reported reflect allocation of new budget authority rather than obligation amounts.)

Authorization: Housing and Community Development Act of 1974, Section 107 (a)(1) and (b)(1), as amended.

Formula and Matching Requirements: The funds are allocated according to population size and past performance of the applicants. There is no matching required.
Length and Time Phasing of Assistance: Assistance is available until project completion, and is generally released through a letter of credit.
Uses and Use Restrictions: Activities listed in Subpart E. Applications for funding under the territories program must be in accordance with the regulations in Subpart E, Special Purpose Grants.
Reports: Financial management, relocation and acquisition reports and annual performance reports as required by the Secretary.
Audits: In accordance with the provisions of OMB Circular No. A-133, "Audits of State and Local Governments and Non-Profit Organizations", nonfederal entities that expend $300,000 or more in a year in Federal awards should have a single audit conducted for that year in accordance with the provisions of the Circular.
Records: All records applicable to the assistance project must be kept for three years following the submission of the final expenditure report or until all audit findings have been resolved.
