14.405:  Non-Discrimination in Federally Assisted Programs (On the Basis of Race, Color, or National Origin)

Popular Name:  Title VI

Objectives:  Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color or national origin in federally assisted programs.

14.405 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Any person believing he/she has been subjected to a discriminatory action on the basis of race, color or national origin may file a complaint with the Department of Housing and Urban Development. Complaints may be filed on behalf of a specific group or individual believed to have been subjected to 24 CFR, part 1 discrimination.

Beneficiary Eligibility:  Aggrieved individuals.

Credentials/Documentation:  None.

14.405 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O. 12372.

Application Procedure:  Complaints may be sent to any HUD Field Office Fair Housing Enforcement Center, Program Operations and Compliance Center or Headquarters. Complaint must be in writing.

Award Procedure:  None.

Deadlines:  Complaints must be received within 180 days of the date of the alleged act of discrimination. May be amended.

Range of Approval/Disapproval Time:  About six months.

Appeals:  None.

Renewals:  None.

Criteria for Selecting Proposals:  Not applicable.

Examples of Funded Projects:  Not applicable.

14.405 PROGRAM ACCOMPLISHMENTS:

During fiscal year 1999, 144 complaints were received under Title VI. There were 39 Title VI compliance reviews initiated in fiscal year 1999.
