14.513:  Hispanic-Serving Institutions Work-Study Program

Popular Name:  HSI-WSP

Objectives:  Under the Hispanic-Serving Institutions Work-Study Program (HSI-WSP), HUD will make grants to certain institutions of higher education (i.e., public and private nonprofit Hispanic-serving community colleges), to assist economically disadvantaged and minority students who participate in work-study programs and are enrolled full-time in an associate degree program in a community building academic program. The program is designed to provide entry for these students to pre-professional careers in the community building field.

14.513 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Public and private nonprofit 2-year institutions of higher education (i.e., community colleges) that meet the statutory definition of a "Hispanic-Serving Institution of Higher Education" in Title III of the Higher Education Act of 1965 and offer associate degrees in a community building academic discipline are eligible to apply for the program.

Beneficiary Eligibility:  The principal beneficiaries of the HSI-WSP are economically disadvantaged and minority students who seek pre-professional careers in a community building field.

Credentials/Documentation:  Costs will be determined on the merits of the application in accordance with the Notice of Funding Availability (NOFA) issued annually. This program is excluded from coverage under OMB Circular No. A-87.

14.513 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Applicants will respond to a HUD NOFA issued yearly in the Federal Register. This program is excluded from coverage under EO 12372 and OMB Circular No. A-102.

Application Procedure:  Applicants must complete and submit an application based on a standardized application kit. A State plan is not required. This program is excluded from coverage under OMB Circular No. A-110.

Award Procedure:  Applicants who respond to the yearly NOFA and Application Kit and compete successfully by being selected by a review panel will be awarded a grant. Factors for award published in the program regulations will be used as the basis for selection. HUD will usually make an award within 60 days of the closing date of application submission.

Deadlines:  Determined by the NOFA date published in the Federal Register.

Range of Approval/Disapproval Time:  Generally within 60 days.

Appeals:  None.

Renewals:  None. Applications will have to be submitted on a yearly basis for a two year funding cycle in response to a NOFA.

Criteria for Selecting Proposals:  A competitive process is used in selecting grants. Criteria will be published in the NOFA.

Examples of Funded Projects:  Rancho Santiago College received $211,200 to assist eight students to obtain associate degrees in human development (early childhood or school-age). Students will be placed in Headstart or community recreation center programs for their related work experience. Northern New Mexico Community College received $211,200 to assist eight students to obtain associate degrees in criminal justice, early childhood education, hospice and grief counseling, human services, Indian tribal management, and substance abuse counseling. Students will be place in a wide variety of community-based agencies for their work experience.

Range and Average of Financial Assistance:  Institutions can receive funding for as few as three, or as many as 10, students, with a maximum grant of $26,400 per student.

About 120 students a year are able to obtain their associate degrees and enter a community building field.

14.513 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Assistance is for an annual two-year program funding cycle and may continue for succeeding years depending on additional yearly appropriations.

Uses and Use Restrictions:  Public and private nonprofit Hispanic-serving community colleges may apply for grants to assist economically disadvantaged and minority students who participate in HSI-WSP and are enrolled full-time in an associate degree program in a community building academic program. Related fields include; but are not limited to, community and economic development, community management, public administration, public policy, urban economics, urban management, urban planning, administration of justice, child development, and human services.

14.513 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual reports are required.

Audits:  Audits of institutions of higher education are made in accordance with OMB Circular No. A-133, "Audits of States, Local Governments, and Non-Profit Organizations."

Records:  The applicant must maintain records with regard to management and work plans including schedules for major activities, student monitoring procedures, and the assignment of staff to the program. Also, the applicant must submit information describing the students' racial, ethnic and income characteristics; academic placement and employment status; and the amount of assistance provided to the student.
