15.058:  Indian Post Secondary Schools

15.058 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  A member of a Federally Recognized Indian tribe.

Beneficiary Eligibility:  American Indians.

Credentials/Documentation:  Application must be accompanied by a verification of Tribal affiliation.

15.058 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  None. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Interested applicants may obtain a Standard Form 5-6621 from a local Area/Agency education program office or Tribal Government education office, or applicants may contact the schools directly.

Award Procedure:  Applications will be reviewed by the colleges' admissions committees.

Deadlines:  Fall Semester-June 15; Spring Semester-October 15; Summer School-May 1.

Range of Approval/Disapproval Time:  Students will be notified within 4 weeks of having submitted a completed application packet.

Appeals:  None.

Renewals:  Awards may be renewed until the student completes the chosen program of study so long as satisfactory progress is maintained and the student adheres to the student code of conduct.

Criteria for Selecting Proposals:  To the extent that space is available, all applicants meeting the eligibility criteria and demonstrating the ability to benefit from post-secondary education will be accepted.

15.058 PROGRAM ACCOMPLISHMENTS:

Haskell Indian Nations University enrolls about 900 students, about 100 students graduate each year. SIPI has an average enrollment of 600 students of whom about 80 graduate each year. SIPI also offers technical certificate programs in addition to associate degrees.

15.058 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  (a) Haskell Indian Nations University: $105 per semester for housing, student activities, and textbooks; (b) Southwestern Indian Polytechnic Institute: activity fee of $20 per semester; refundable loss or breakage fee of $30 per semester.

Length and Time Phasing of Assistance:  Awards are made on an annual basis and the funds remain available until expended by the contractor/grantee. Payments may be made in advance or by way of reimbursement. The timing of the payments will be negotiated with the Indian tribe.

Uses and Use Restrictions:  Students may attend one of two post-secondary schools operated by the Bureau of Indian Affairs without charge for tuition or room and board. Married student housing is not available on campus.

Records:  Applicants are to submit official transcript from high school or other institution attended or certificate of GED.
