15.618:  Administrative Grants for Federal Aid in Sport Fish and Wildlife Restoration

Objectives:  To grant funds for projects which assist in the administration of sport fish and wildlife restoration programs and which facilitate the efforts of the States in implementing these programs.

15.618 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Projects must provide direct benefits to one-half or more of the States at the national or broad geographic level to meet the needs of the Wildlife and/or Sport Fish Restoration Programs.

Beneficiary Eligibility:  Recipients can include individuals and nonprofit organizations.

Credentials/Documentation:  Costs will be determined in accordance with 43 CFR Part 12, Subpart C, "Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments." Section 12.62 identifies Federal cost principles for determining allowable costs.

15.618 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:  Proposals must be submitted to the Division of Federal Aid, Washington Office, by the deadline published in the Federal Register. The standard application forms furnished by the Federal agency and required by 43 CFR Part 12, Subpart C, "Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments," and 43 CFR Part 12, Subpart F, "Uniform Administrative Requirements for Grants and Cooperative Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations," must be used.

Award Procedure:  The Director of the Fish and Wildlife Service will select projects to be funded based on established criteria.

Deadlines:  The deadline for submitting proposals will be announced each year in the Federal Register, generally in the spring.

Range of Approval/Disapproval Time:  About 6 to 9 months.

Appeals:  Final determination rests with the Director of the Fish and Wildlife Service.

Renewals:  Projects are funded on a one-time basis. Any requests for future funding will compete with requests for new projects.

Criteria for Selecting Proposals:  Proposals will be reviewed and evaluated for scope, significance, feasibility, cost effectiveness, and attention to one or more focus areas.

Examples of Funded Projects:  Education and training, analysis and focus on the values of fish and wildlife programs and new technologies, and evaluation in restoration, creation, enhancement, and/or protection of fish and wildlife and their habitats.

Range and Average of Financial Assistance:  $44,500 to $615,000; $188,250.

In fiscal year 1999, grants were awarded for data collection and a variety of publications and workshops as well as partnerships among State, Federal, and nonprofit organizations.

15.618 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula or matching requirements.

Length and Time Phasing of Assistance:  Projects may be approved for up to 3 years.

Uses and Use Restrictions:  Sport Fish restoration funds may be used for administrative projects for the conduct of necessary investigations, administration, and the execution of the Sport Fish Restoration Act and for aiding in the formulation, adoption, or administration of any compact between two or more States for the conservation and management of migratory fishes in marine or fresh waters. Wildlife restoration funds may be used for the administration and execution of the Wildlife Restoration Act and the Migratory Bird Conservation Act.

15.618 POST ASSISTANCE REQUIREMENTS:

Reports:  Required as specified in the grant agreement or as required by 43 CFR 12.82.

Audits:  In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133..

Records:  Cost records must be maintained for each project. Records, accounts, and supporting documents must be retained for 3 years after submission of the final request for reimbursement. Records for grants awarded to State and Local Governments will be maintained in accordance with the provisions of 43 CFR part 12, Subpart C, "Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments." Records for grants awarded to nonprofit institutions will be maintained in accordance with the provisions of 43 CFR Part 12, Subpart F, "Uniform Administrative Requirements for Grants and Cooperative Agreements with Institutions of Higher Education, Hospitals, and Other Non-profit Organizations."
