Objectives:  To provide timely high quality scientific examinations of physical evidence, report findings, give testimony in court, and assist in crime scene investigations to support the investigative priorities of the FBI and the law enforcement community and exploit enhanced technology and provide optimal technical solutions and training to support counterintelligence, counterterrorism, and criminal investigations and operations.

16.301 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Any duly constituted State and local law enforcement agency in the United States or any of its possessions.

Beneficiary Eligibility:  Any duly constituted State and local law enforcement agency in the United States or any of its possessions.

Credentials/Documentation:  Formal request, normally written, from appropriate official of the requesting law enforcement agency.

16.301 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  None. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Inquiries may be sent to the Director, Federal Bureau of Investigation, Washington, DC 20535, Attention: FBI Laboratory.

16.301 PROGRAM ACCOMPLISHMENTS:

Nonfederal scientific examinations made in fiscal year 1999 is 139,424. Fiscal year 2000 estimate is 139,424, and the fiscal year 2001 estimate is 139,424.

16.301 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Not applicable.

Length and Time Phasing of Assistance:  Not applicable.

Uses and Use Restrictions:  Submitted evidence is examined and the FBI Laboratory also furnishes the experts necessary to testify in connection with the results of these examinations. These examinations are made with the understanding that the evidence is connected with an official investigation of a criminal matter and that the laboratory report will be used only for official purposes related to the investigation or a subsequent prosecution. The FBI Laboratory will not accept cases from other crime laboratories which have the capability of conducting the requested examinations. Additionally, specialized forensic training in many forensic disciplines is conducted. This training is provided to eligible applicants commensurate with available resources. Finally, through available resources, the FBI Laboratory provides new enhanced equipment and tools to State and forensic and law enforcement personnel.
