Applicant Eligibility: To receive CODIS software and technical assistance, participants must be publicly funded forensic laboratories performing DNA analysis, or private forensic laboratories performing DNA analysis under contract with crime laboratories. To be eligible for DNA grants, participants must be publicly funded State or local forensic laboratories performing DNA analysis. Applicants for DNA grants must be units of State or local government having a forensic laboratory.
Beneficiary Eligibility: To be eligible for DNA grants, participants must be publicly funded State or local forensic laboratories performing DNA analysis.
Credentials/Documentation: Formal written application from appropriate official of the requesting forensic laboratory to NIJ under the Forensic DNA Laboratory Improvement Program.
Preapplication Coordination: NIJ and the FBI coordinate revisions to grant solicitation package prior to publication and distribution. This program is excluded from coverage under E.O. 12372.
Application Procedure: Formal written application from appropriate official of the requesting forensic laboratory to NIJ under the Forensic DNA Laboratory Improvement Program.
Award Procedure: NIJ solicits grants applications annually from State and local crime laboratories. Applications are evaluated by NIJ as acceptable or unacceptable. The FBI reviews acceptable applications to make recommendations to NIJ regarding funding levels and grant objectives. NIJ makes final awards.

Formula and Matching Requirements: Under Public Law 103-322, grants awarded under the Forensic DNA Laboratory Improvement Program require matching funds equal to 25 percent of the total cost of the project.
Length and Time Phasing of Assistance: Grants awards are limited to 24 months.
Uses and Use Restrictions: Purpose of CODIS is to establish a national database containing DNA records from persons convicted of crimes; samples recovered from crime scenes; and samples recovered from unidentified human remains. DNA grants are intended to provide crime laboratories the means for participating fully in the CODIS program. Grant funds must be expended only for the purposes that support the CODIS program. The FBI provides State and local forensic laboratories with CODIS software, installation, training and user support. In cooperation with the National Institute of Justice (NIJ), the FBI jointly administers the Forensic DNA Laboratory Improvement grant program which provides funds for equipment, and supplies required to develop or improve DNA analysis in support of FBI's CODIS program.
