Objectives:  To foster sustainable linkages between U.S. and foreign academic institutions, which advance specific U.S. foreign policies to contribute to a more secure and prosperous world.

19.406 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Post-secondary, degree-granting institutions; eligible countries and themes are specified in annual grant competitions.

Beneficiary Eligibility:  U.S. post-secondary, degree institutions; recognized, degree-granting foreign institutions.

Credentials/Documentation:  Post-secondary, degree-granting institutions; eligible countries and themes are specified in any grant competitions.

19.406 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Not applicable. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Applicants should send a message via Internet to: affiliat@usia.govor call the U.S. Department of State, Bureau of Educational and Cultural Affairs "Grants Information Fax on Demand System" on (202)619-5289 to request a Solicitation Package, outlining the requirements and guidelines for preparing proposals.

Award Procedure:  Proposals are reviewed by the Bureau and independent academic peer panels. Funding decisions are at the discretion of the U.S. Department of State Assistant Secretary for Educational and Cultural Affairs.

Deadlines:  The competition is announced each year in the Federal Register, usually with a late Fall deadline for proposal submission.

Range of Approval/Disapproval Time:  Variable.

Appeals:  None.

Renewals:  Extensions possible.

Criteria for Selecting Proposals:  Proposals are evaluated for academic quality, depth, and feasibility, and must be outcome-oriented.

Examples of Funded Projects:  Not applicable.

Range and Average of Financial Assistance:  $90,000 to $150,000.

19.406 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Cost-sharing, which may be in the form of allowable direct or indirect costs, is required.

Length and Time Phasing of Assistance:  Three academic years.

Uses and Use Restrictions:  Funds may be used to defray costs for travel and per diem. There is a modest allowance for educational materials, communications and administrative expenses. Participating institutions are required to maintain faculty and staff on full salary and benefits during the exchange.

19.406 POST ASSISTANCE REQUIREMENTS:

Reports:  A planning report, annual progress reports, and a final report by the U.S. partner institution is required.

Audits:  The applicant's proposal should include the cost of an audit that complies with the requirements of OMB Circular No. A-133, "Audits for Institutions of Higher Education and Other Nonprofit Institutions."

Records:  As prescribed by grant terms.
