Applicant Eligibility: Individuals with the following qualifications: (1) U.S. citizenship at the time of application, and (2) received an M.A. in TESL/TEFL or a closely related field within the last five years, or expect to have the degree in hand by June 30 preceding the teaching year.
Beneficiary Eligibility: U.S. citizens who are willing to teach for a year according to the needs of the host institution.

Preapplication Coordination: Not applicable. This program is excluded from coverage under E.O. 12372.
Application Procedure: Persons who meet the eligibility requirements and who wish to receive information and an application form should contact the World Learning, Inc./School for International Training, Kipling Road, P.O. Award Procedure: Final selection and approval of grantees are made by the World Learning, Inc./School of International Training and the Bureau of Educational and Cultural Affairs.
Deadlines: Subject to change, but generally applications are to be submitted by May 31. Deadlines can be waived under very special circumstances such as an inadequate number of qualified candidates for specific awards. After deadlines, applicants should contact School of International Training (SIT) to determine the availability of awards.
Range of Approval/Disapproval Time: Applicants are notified promptly if they are ineligible. Final notification of selection for an opening occurs in 3 to 6 months.
Appeals: Not applicable.
Renewals: Extensions are possible. Extensions must be requested and approved by the Bureau of Educational and Cultural Affairs.
Criteria for Selecting Proposals: 1) The extent to which the proposal is feasible, practical, and cost-effective, and 2) the extent to which the proposal is responsive to English teaching priorities and objectives.
Examples of Funded Projects: In addition to teaching language courses and English for Specific Purposes (ESP), Fellows arranged and conducted in-service teacher training conferences and workshops/seminars, and curriculum and materials development. Some of them worked in communities assisting local educational institutions in developing and maintaining resource centers, in establishing teacher associations and organizations, i.e., TESOL affiliates, and building legacies for future use such as Internet contacts with American and other foreign educational institutions. In Central Mozambique, the English Teaching Fellow program is virtually the only resource to draw upon to help improve local English. Currently the ET Fellow is helping develop an M.A. intern site for a US-based university; in Oman the ETF, working in the only law school in the country, is key to the countries judicial reform effort; and in Eastern Turkey, the Fellow in Malatya is helping establish the only EFL undergraduate program in the region.

Formula and Matching Requirements: This program has no statutory formula.
Length and Time Phasing of Assistance: Up to 1 academic year.
Uses and Use Restrictions: Grants provide recent M.A. graduates in Teaching English As a Second Language (TESL)/Teaching English as a Foreign Language (TEFL) with the opportunity to teach abroad at universities, teacher training colleges, binational centers, posts direct English teaching programs, or direct host country institutions that use English teaching as a means to provide cultural understanding. They may be assigned to do materials/test development or teacher training activities. Grants specify terms and conditions to meet the educational goals proposed by the grantee and approved by a senior management panel at the Department of State, Bureau of Educational and Cultural Affairs in making the award. Individual grants generally include round-trip transportation for the grantees, basic stipend, a living allowance, medical insurance, miscellaneous allowance for travel, books and services essential to the assignment.
Reports: Grantee provides quarterly statistics and program reports and a final evaluation report by September 30 of the grant year.
Audits: Grantee shall comply with requirements of OMB Circular No. A-133, Audits of States, Local Governments, and Non-Profit Organizations.
