20.805:  Ship Sales

Objectives:  To sell by competitive bids, merchant ships which become surplus to the needs of the Government.

20.805 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Those who have a need for ships for dismantling purposes may purchase ships under competitive bids. States may be conveyed ships for sinking as artificial fish reefs.

Beneficiary Eligibility:  Those who have a need for ships for dismantling purposes or for sinking as artificial fish reefs.

Credentials/Documentation:  Affidavits of citizenship, statements of operating, and financial capabilities.

20.805 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  None. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Write to the Maritime Administration for invitations to bid.

Award Procedure:  Not applicable.

Deadlines:  As noted in invitations to bid.

Range of Approval/Disapproval Time:  From 60 to 120 days after bid opening.

Appeals:  Not applicable.

Renewals:  Not applicable.

Criteria for Selecting Proposals:  Not applicable.

20.805 PROGRAM ACCOMPLISHMENTS:

Twelve ships were sold for scrapping in fiscal year 1999. One ship was donated to States for sinking as artificial fish reefs. Five ships are expected to be sold for scrapping, three ships are expected to be sold under special legislation for operation, and it is anticipated that one vessel will be donated to a State for sinking as artificial fish reef in fiscal year 2000.

Type of Assistance:  Sale, Exchange, or Donation of Property and Goods.

Obligations:  (Value of ship sales) FY 99 $22,530; FY 00 est $1,000,000; and FY 01 est $1,000,000.

Budget Account Number:  69-4303-0-1-403.

Authorization:  Merchant Marine Act of 1936, as amended; Sections 508 and 510(i), Public Laws 74-835, 92-402, and 95-177, 101-595, and 103-451 as amended; Public Law 98-133, 46 U.S.C. 1158.

Length and Time Phasing of Assistance:  Not applicable.

Uses and Use Restrictions:  Special uses such as for artificial fish reefs or for dismantling purposes. Restrictions preclude use of ships for transporting cargo or passengers.

20.805 POST ASSISTANCE REQUIREMENTS:

Reports:  Documentation that ships have been put to the uses for which purchased. Reports are to be submitted after work accomplished.
