21.100:  Secret Service: Training Activities

Objectives:  To acquaint money handlers and law enforcement officials with the functions of the Secret Service, to brief them in the techniques used in detecting counterfeit documents and money, and to acquaint local sworn police officials with the techniques of protecting dignitaries; to assist criminal investigators by training them in the basic examination of questioned documents.

Applicant Eligibility:  For training in Questioned Document Course and/or Protective Operations Briefing, applicant must be a sworn member of a police agency.

Beneficiary Eligibility:  Sworn members of police agencies.

21.100 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Not applicable.

Length and Time Phasing of Assistance:  Questioned Document Course lasts for two weeks; the Protective Operations Briefing is a four day course.

Uses and Use Restrictions:  Sworn members of a police agency are accepted in limited numbers upon the request of their departmental heads for training in the Secret Service Questioned Document Course. The training, while geared primarily to the Secret Service Special Agent, will provide introductory training in the fundamentals of document analysis with emphasis on handwriting examination and comparison. The Protective Operations Briefing, which includes post assignments, use of follow-up vehicles, motorcade techniques, and advanced security arrangements, is provided for those sworn police officers who have the regular responsibility of protecting dignitaries. The Secret Service will provide the police officials with information which will assist them in helping the Secret Service carry out its protective responsibilities. (Upon request, regional offices will brief bank tellers, department store cashiers, and other money handlers in the techniques of detecting counterfeit currency.)
