45.026:  Promotion of the Arts: Leadership Initiatives

Objectives:  The National Endowment for the Arts, an investment in America's living cultural heritage, serves the public good by nurturing the expression of human creativity, supporting the cultivation of community spirit, and fostering the recognition and appreciation of the excellence and diversity of our nation's artistic accomplishments. This mission is accomplished through support for Leadership Initiatives identified by the Endowment. Generally, these initiatives will be projects that advance the arts significantly, e.g., 1) projects of national importance and impact; or 2) projects that serve as models in one field or across disciplines. The four Leadership Initiatives funding categories are Leadership Services, Leadership Opportunities, Leadership Grant Categories, and Millennium Projects. The Endowment may either seek proposals for particular, discrete projects through program solicitations, or invite grant applications through broader, thematic guidelines.

45.026 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Organizations in all four Leadership Initiatives categories: Nonprofit tax-exempt organizations meeting the following conditions may apply: 1) No part of any earnings may benefit a private stockholder or individual, and 2) donations to the organization qualify as charitable deductions under Section 170(c) of the Internal Revenue Code. Examples of eligible organizations are arts institutions, arts service organizations, local arts agencies, official units of State and local governments, federally recognized tribal communities and Indian tribes. The 56 State and special jurisdictional arts agencies and their regional arts organizations are permitted to apply if they are operating under Endowment-approved plans. The Folk & Traditional Arts Infrastructure Initiative is limited to 56 State and special jurisdictional arts agencies; regional organizations of State arts agencies; and other State or local public entities or nonprofit tax- exempt organizations that support the folk and traditional arts on a statewide basis in partnership with State arts agencies. ArtsREACH is limited to organizations and community agencies in the following 20 states: Alabama, Arkansas, Delaware, Idaho, Indiana, Iowa, Kansas, Mississippi, Montana, Nebraska, Nevada, North Dakota, Oklahoma, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, West Virginia, and Wyoming. Individuals: U.S. citizens or permanent residents who, according to Public Law 89-209, Section 5(c), must demonstrate exceptional talent. National Heritage Fellowships and American Jazz Masters are open to nominations only; no one may nominate him/herself. Both are one-time awards. Beneficiary Eligibility:  Nonprofit organizations, Federal, State, and local government entities, local arts agencies, individual master artists. Through activities and services supported, general public will benefit.

Credentials/Documentation:  Organizations: Nonprofit organizations are required to submit a copy of their Internal Revenue Service tax exemption determination letter with their applications. For institutions of higher education, allowable costs will be determined according to OMB Circular No. A-21; for other nonprofit organizations making application, allowable costs will be determined according to OMB Circular No. A-122. Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. Individuals: Nominators of candidates for National Heritage Fellowships or American Jazz Masters must document candidate's contribution to the art form. 45.026 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Contact the Endowment for information about funding opportunities, guidelines, or program announcements in fiscal years 2000 and 2001. Applicants to Folk & Traditional Arts Infrastructure Initiative, ArtsREACH, and Creative Links: Positive Alternatives for Youth grant categories must use standard forms in the respective guidelines. Nominations for National Heritage Fellowships or American Jazz Masters must conform to requirements in the respective program announcements. This program is excluded from coverage under E.O.12372, "Intergovernmental Review of Federal Programs."

Application Procedure:  Leadership Services, Leadership Opportunities, Millennium Projects: Contact the Endowment for procedures. New Public Works: Organizations interested in applying must submit a letter of intent. Following review of letters of intent, a limited number of organizations will be invited to submit formal applications. Application requirements will be sent only to those invited to apply. (See program announcement for specifications.) Leadership Grant Categories: Organizations: Folk & Traditional Arts Infrastructure, ArtsREACH, and Creative Links: Positive Alternatives for Youth: Applicants must obtain current Endowment guidelines. Additional supplemental materials may be required. (See respective guidelines for special requirements.) Individuals: Nominators must obtain current respective Endowment program announcements for National Heritage Fellowships or American Jazz Masters. As applicable, this program is subject to provisions of OMB Circular No. A-110, "Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations" and OMB Circular No. A-102, "Grants and Cooperative Agreements with State and Local Governments."

Award Procedure:  For Leadership grant categories, except Creative Links: Positive Alternatives for Youth: Applications/nominations are reviewed by a panel of individuals with appropriate expertise, including at least one knowledgeable layperson. Panel funding recommendations are reviewed in open session by the National Council on the Arts, the advisory body to the Endowment. The Council's decision not to fund an application/nomination is final. All applications/nominations the Council has recommended for funding are then considered by the Endowment's Chairman, who makes the final award decisions. An expedited review process is being piloted for Creative Links: Positive Alternatives for Youth applications, which will be evaluated by a diverse group of outside arts experts and other individuals with broad knowledge in related areas. The Endowment's Chairman will make the final decision on all grant awards.

Deadlines:  Leadership Services, Leadership Opportunities, Millennium Projects: Contact the Endowment for fiscal year 2000/2001 information. FY 2000 New Public Works: Letters of intent - January 18, 2000; invitations to apply - February 15, 2000; applications - April 17, 2000. Leadership Grant Categories: Organizations: FY 2000 ArtsREACH -April 1, 2000. FY 2001 Folk and Traditional Arts Infrastructure -October 2, 2000. Creative Links: Positive Alternatives for Youth - June 1, 2000. Individuals: FY 2001 National Heritage Fellowships - October 2, 2000. FY 2002 American Jazz Masters - January 26, 2001.

Range of Approval/Disapproval Time:  Dependent on meetings of the National Council on the Arts.

Appeals:  Information on requests for reconsideration may be obtained from the headquarters office.

Renewals:  None.

Criteria for Selecting Proposals:  Leadership Services, Leadership Opportunities, Millennium Projects: Contact the Endowment for information about criteria for funding opportunities in fiscal years 2000 and 2001. Millennium projects must have activity nationwide and involve significant community participation. Leadership Grant Categories: Consult respective guidelines for applications to Folk & Traditional Arts Infrastructure Initiative, ArtsREACH, or Creative Links: Positive Alternatives for Youth. Consult respective program announcements for National Heritage Fellowships or American Jazz Masters nominations.

Examples of Funded Projects:  Fiscal year 1999: Folk & Traditional Arts Infrastructure Initiative: Formation of a consortium of Alaska Native culture centers, creating and touring six regional Native arts exhibits and developing a millennium collection of Alaska Native art and companion exhibit catalog; a series of fieldwork surveys and a conference intended to develop a traditional arts network in Mississippi; a feasibility study for an Ozark folk culture center in Missouri; a survey and tape tour with guide booklet of the culturally rich central corridor of Washington State (Seattle to Spokane). ArtsREACH: Developing a downtown arts district; improving the outreach, planning, marketing, and fundraising efforts of cultural organizations; establishing arts-based juvenile delinquency prevention programs; formulating state or regional cultural tourism plans; supporting Native American cultural heritage preservation; assessing and developing public art sites; creating artist and arts resource directories; studying economic impact of the arts; and assisting arts education initiatives for low-income youth. Funds went to a variety of groups in the 20 target states, including ballet, opera, and theater companies; symphony orchestras; local, city, and county arts councils; writers' forums; museums; preservation societies; public schools and universities; Native American centers; regional development organizations; community foundations and main street associations. Other Leadership Initiatives: Creating community-centered public art works along 50 "Millennium Legacy Trails" in 47 states; preserving and exhibiting "orphan" films (e.g., newsreels, silent movies, documentaries, avant garde works) unlikely to be saved by the commercial sector; training artists to work with health care institutions; holding a series of design competitions for projects from public buildings to planning to graphic, landscape, and industrial design; aiding young American conductors; providing information and encouragement about pursuing careers in design professions to people with disabilities; and convening workshops on small town design issues for rural communities.

Range and Average of Financial Assistance:  Leadership Grants Categories: Folk & Traditional Arts Infrastructure: $10,000 to $50,000. ArtsREACH: $3,000 to $10,000. Creative Links: Positive Alternatives for Youth: two award levels - $5,000 and $10,000. National Heritage Fellowships: $10,000. American Jazz Masters: $20,000. Other Leadership Initiatives: $5,000 to $500,000.

45.026 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Grants to organizations generally must be matched at least 1:1. Some grants may require higher match. Awards to individuals are nonmatching.

Length and Time Phasing of Assistance:  Length of assistance period and timing of funds disbursement will vary according to project or grant category. Generally, requests for payment to cover immediate project expenses may be received at any time.

Uses and Use Restrictions:  Leadership Services are activities for which continued Endowment support is anticipated over a period of at least several years, e.g., the Mayors Institute for City Design, Chamber Music Rural Residencies, and Fund for U.S. Artists at International Festivals and Exhibitions. Leadership Opportunities are projects for which short-term Endowment support is planned, e.g., New Public Works, a limited number of grants for design competitions to stimulate design excellence in the public realm. Leadership Grant Categories receive applications or nominations. Currently they include: Folk & Traditional Arts Infrastructure Initiative, ArtsREACH (targeting 20 states underrepresented in the profile of the Endowment's direct grants), Creative Links: Positive Alternatives for Youth (supporting partnerships between arts organizations and community groups for artist residencies outside regular school classes, particularly in underserved areas) and the honorific National Heritage Fellowships and American Jazz Masters awards. Recipients of the honorific awards may use the funds to do further work in their field. Millennium Projects must have project activity nationwide and must involve significant community participation. 45.026 POST ASSISTANCE REQUIREMENTS:

Reports:  Organizations: Progress reports are required for all grants, and must be submitted at the time the cumulative amount requested exceeds two-thirds of the grant amount. Final reports, comprising financial and narrative components, are required for all grants within 90 days of the end of the grant period. In some instances, products of grant projects also may be required as part of the final report. Award recipients also must report on the geographic location of funded activity within 30 days of award receipt. Individuals: no reports required of National Heritage Fellowships or American Jazz Masters awardees.

Audits:  Organizations: All awardees must comply with audit requirements mandated by OMB Circular No. A-133, "Audits of States, Local Governments, and Non-profit Organizations." Nonprofit institutions expending $300,000 or more a year in Federal awards shall have an audit made in accordance with A-133's provisions. State and local governments expending $300,000 or more in Federal awards within the State's fiscal year shall have an audit made for that year in accordance with A-133's provisions. Individuals: None.

Records:  Award-related records must be retained by award recipient for three years following submission of the final financial status report.
