45.167: Promotion of the Humanities: Extending the Reach Grants

Applicant Eligibility: Extending the Reach Institutional Grants are offered to Historically Black, Hispanic-Serving, and Tribal Colleges and Universities, as designated by the White House offices charged with the implementation of Executive Orders 12876, 12900, 13021. Extending the Reach Faculty Research Grants are offered to full-time faculty members at Historically Black, Hispanic-Serving, and Tribal Colleges and Universities, as designated by the White House offices charged with the implementation of Executive Orders 12876, 12900, 13021.
Beneficiary Eligibility: U.S. citizens and residents; State and local governments; sponsored organizations; public and private nonprofit institutions/organizations; other public institutions/organizations; Federally recognized Indian tribal governments; Native American organizations; U.S. Territories; minority organizations; other specialized groups; quasi-public nonprofit institutions.
Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for entities of State and local government, OMB Circular No. A-21 for educational institutions and OMB Circular No. A-122 for nonprofit organizations.
Preapplication Coordination: Informal inquiry with the headquarters office, followed by submission of a preliminary draft is encouraged. Endowment staff should be sent preliminary applications at least 8 weeks in advance of final application deadline for eligibility review. The standard application forms as furnished by the Endowment and required by OMB Circular No. A-102 must be used for this program. This program is excluded from coverage under E.O. 12372.
Application Procedure: Direct application to the Office of Challenge Grants, Room 420, for Extending the Reach Institutional Grants, and to the Division of Research Programs, Room 318, for Extending the Reach Faculty Research Grants. NEH application instructions provided upon receipt of initial inquiry outlining eligible project. This program is subject to the provisions of OMB Circular No. A-110.
Award Procedure: Applications are reviewed by panels of subject area specialists, humanities scholars, educators, and other appropriate individuals. Awards are made by the Chairman of the National Endowment for the Humanities after advice from the National Council on the Humanities.
Deadlines: June 1 for Extending the Reach Institutional Grants, and April 10 for Extending the Reach Faculty Research Grants.
Range of Approval/Disapproval Time: About 4 to 6 months.
Appeals: None, but applicant may reapply with a revised proposal.
Renewals: Extending the Reach Institutional Grants: Renewal grants are processed and awarded in competition with and in the same manner as new applications. Extending the Reach Faculty Research Grants: None, but applicants may reapply in the fourth year following the end of their grant period.
Criteria for Selecting Proposals: For Extending the Reach Institutional Grants, projects will be selected for funding on the basis of the quality of planned activities and the potential of these activities to strengthen the humanities capacity of the institution; the ability of the institution to carry out the proposed plan; the qualifications of project leaders and consultants; and the cogency of the plan to evaluate the outcomes of the project. For Extending the Reach Faculty Research Grants, projects will be selected for funding on the basis of the intellectual significance of the project, including its potential contribution to research and teaching in the humanities both at the applicant's home institution and more broadly; the quality or the promise of quality of the applicant's work as a scholar, teacher, and interpreter of the humanities; the conception, definition, organization and description of the proposed project, including, in the case of group projects; the quality of the contributions to be made by each participant and arrangements for coordinating the project as a whole; the feasibility of the work plan; and likelihood of achieving the project's stated goals; and the plans for dissemination of the project's outcome including publications, professional and public presentations, and teaching.

Range and Average of Financial Assistance: Extending the Reach Institutional Grants will range up to $25,000. Extending the Reach Faculty Research Grants will be $24,000.

Formula and Matching Requirements: This program has no statutory formula or matching requirements.
Length and Time Phasing of Assistance: Funds must be expended during the grant period. Funds are released as required. Extending the Reach Institutional Grants are available for projects for a maximum of three years. Extending the Reach Faculty Research Grants may support activities over 2 years.
Uses and Use Restrictions: Extending the Reach Institutional Grants provide funds for faculty study programs, institutional planning, and the acquisition of library and advanced technology resources that can assist institutions in enhancing humanities opportunities for their students and their communities. Extending the Reach Faculty Research Grants assist full-time faculty members as they engage in advanced research in the humanities. These awards are restricted to Historically Black, Hispanic-Serving, and Tribal Colleges and Universities, as designated by the White House offices charged with the implementation of Executive Orders 12876, 12900, 13021, and to faculty members at these institutions.
Reports: A final report is required within 90 days after the end of the funding period describing the results of the work done during the term of the award.
Audits: In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. For nongovernmental recipients, audits are to be carried out in accordance with the provisions set forth in OMB Circular No. A-110, "Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Nonprofit Organizations Uniform Administrative Requirements" and with OMB Circular No. A-133. In addition, grants are subject to inspection and audits by NEH and other Federal officials.
Records: Documentation of expenditures and other fiscal records must be retained for 3 years following the submission of the final expenditure report.
