Applicant Eligibility: For the Museum Leadership Initiatives Program, any nonprofit organization that is participating in the collaborative planning relationship may be the official applicant at least one organization must be a museum. An organization may be a collaborator for only one proposal. Organizations, individuals, universities, consortia of museums, schools, or other organizations, depending on the specifications of the proposal may apply.
Beneficiary Eligibility: Public nonprofit museums, private nonprofit museums, museum service organizations benefit.
Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. OMB Circular No. A-21 for educational institutions and other nonprofit organizations also applies.
Preapplication Coordination: The standard application forms as furnished by the Federal agency and required by OMB Circular No. A-102 must be used for this program. This program is excluded from coverage under E.O. 12372.
Application Procedure: Applications are submitted directly to the Institute of Museum and Library Services, 1100 Pennsylvania Ave., NW., Room 609, Washington, DC 20506. Phone: (202) 606-8539. For a Museum Leadership Initiatives contract or cooperative agreement, museum service organizations must submit the designated application directly to IMLS.
Award Procedure: Proposals are reviewed by field reviewers, panels of experts, the National Museum Services Board and the Director, to determine the grants, contracts, or cooperative agreements awarded by IMLS to eligible applicants.

Range of Approval/Disapproval Time: The range is about 3 months.
Appeals: Appeals may be made in writing to the Director of the Institute of Museum and Library Services.
Renewals: The IMLS may extend particular grants, contracts, or cooperative agreements at the discretion of the Director.
Criteria for Selecting Proposals: MLI proposals will be evaluated by the following criteria: The degree to which the project is integral to the missions of the organizations involved in the collaboration; The degree to which the project will further on-going or new relationships between or among organizations; the degree to which goals and objectives are clearly articulated and mutually developed. The design of the project plan to meet the objectives of the project; the likelihood that a planning project will result in a successful implementation plan. The likelihood that an implementation project will have institutional support following the end of the project period; the cost-efficiency of the project budget and the plan for financial management; and the qualifications of the personnel who are participating in the project to carry out their assigned responsibilities.
Examples of Funded Projects: MLI cooperative agreements for museum-community partnerships to develop mutually beneficial relationships.
Range and Average of Financial Assistance: For fiscal year 1999, MLI awards averaged $30,000.
For fiscal year 1999, the MLI program received 72 applications; 14 awards were made.

Formula and Matching Requirements: 45 CFR 1180. The maximum grant for Museum Leadership Initiatives is $50,000 (a one-to-one match).
Length and Time Phasing of Assistance: MLI awards contracts or cooperative agreements are awarded with phasing of assistance as required.
Uses and Use Restrictions: To make grants to museums for Museum Leadership Initiatives. Through Museum Leadership Initiatives, IMLS will support projects designed to develop and implement partnerships between museum and community organizations.
Reports: The IMLS requires a final report from all MLI recipients.
Audits: All applicants who have previously received more than $300,000 in Federal funds, including IMLS grants, must supply an audit in accordance with OMB Circular No. A-133. A grantee must submit their audited financial statement for the last fiscal year immediately preceding the fiscal year in which application is made or the preceding fiscal year, prepared by an individual or organization meeting the qualifications of the Comptroller General of the United States for individuals or organizations conducting Government audits. Reference is made to GAO, "Standards for Audit of Government Organizations, Programs and Functions."
Records: Grant and contract recipients will be required to maintain standard and financial statements.
