64.025:  Transitional Housing Loan Program

Objectives:  To assist nonprofit organizations in the provision of leased transitional housing exclusively for veterans who are in (or who have recently been in) a program for the treatment of substance abuse.

64.025 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Applicants eligible for loans include nonprofit organizations which demonstrate adequate financial status to ensure loan repayment; have demonstrated ability to successfully address the needs of substance abusers; and which agree to and demonstrate capacity to meet the terms and requirements of the loan program.

Beneficiary Eligibility:  Veterans, meaning a person who served in the active military, naval or air service, and who was discharged or released there from under conditions other than dishonorable; who are in, or have recently been in, a program for the treatment of substance abuse.

Credentials/Documentation:  If not named in, or approved under Title 38 U.S.C. (United States Code), Section 5902, a nonprofit organization must provide VA with documentation which demonstrates approval as a nonprofit organization under Internal Revenue code, Section 501.c(3).

64.025 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  An information and application package can be requested at any time by telephoning the program office. Application documents include VA forms 10-0146, 10-0146b, 10-0146c, 10-0146d, and 10-0146e. Consultation or assistance in completing application materials is also available through the Headquarters Office. This program is excluded from coverage under E.O. 12372.

Application Procedure:  The VA forms included in the application package for the Transitional Housing Loan Program, and furnished by the Federal agency, must be used for the loan program. Applications will initially be screened for completeness and evidence of basic requirements. Favorable financial status, and successful previous experience assisting substance abusers will be verified; and assessment of plans for provision of transitional housing and use of loan proceeds will be conducted.

Award Procedure:  Formal approval of the award of assistance is delegated by the Secretary of Veterans Affairs to the Director, Mental Health and Behavioral Sciences Service. Program is administered by Mental Health and Behavioral Sciences Service.

Deadlines:  Applications for loans may be made at any time by contacting the Headquarters Office listed below.

Range of Approval/Disapproval Time:  Loan approval/disapproval decisions will be made within 20 to 40 work days after receipt of complete loan application package.

Appeals:  If an application would have been selected but for a procedural error committed by VA, VA will select that application for granting of a loan when sufficient funds become available, if there is no material change in the information that was initially furnished by the applicant. A new application will not be required for this purpose.

Renewals:  Not applicable.

Criteria for Selecting Proposals:  As required by 38 CFR 17.800, applications are considered on a first-come-first-served basis. Approval is based on: a. Favorable financial history and status. b. Demonstrated ability to successfully address the needs of substance abusers. c. Acceptable plan for operating a residence designed to meet the conditions of a loan under this program. d. Selection of a suitable housing unit for use as a transitional residence. e. Agreement to the loan repayment schedule and to use the proceeds of the loan to cover only the initial startup costs associated with the residence.

Examples of Funded Projects:  No awards have been made to date.

64.025 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula.

Length and Time Phasing of Assistance:  Loans are available on an ongoing basis, provided sufficient funds exist within the revolving fund.

Uses and Use Restrictions:  Loan proceeds may be used to cover startup costs for a residence such as: security deposits, household furnishings, household staples and supplies, initial utilities connection fees, and similar initial costs. Loans may not be used for major property improvements (such as replacement of heating systems), new construction, remodeling, or other permanent alterations to property. Loans may be made for up to $4,500 for each leased residence and are repayable, including interest, over a 2-year period in monthly installments. The rate of interest charged to loan recipients will be the same rate the VA is charged to borrow these funds from the U.S. Department of Treasury.
