Applicant Eligibility: Eligible applicants include community groups, public nonprofit institutions/organizations, tribal governments, specialized groups, profit organizations, private nonprofit institutions/organizations, municipal and local governments.
Beneficiary Eligibility: State, tribal, local and municipal governments, communities and the general public.
Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State, local, and tribal governments; OMB Circular No. A-122 for nonprofit institutions, and FAR Part 31 for profit makers.
Preapplication Coordination: EPA awards grants and cooperative agreements based on unsolicited proposals and competitive applications submitted in response to EPA solicitations considering relevance and likelihood of success of proposed projects. For this reason, we recommend that potential applicants discuss proposed projects with or submit preapplications to staff in the Office of Children's Health Protection. This program is excluded from coverage under E.O. 12372.

Award Procedure: EPA will administratively evaluate each application to determine the adequacy of the application in relation to EPA's general grant regulations. EPA's program office will evaluate applications to determine the merit and relevance of proposed projects.
Deadlines: None.
Range of Approval/Disapproval Time: About 180 days.
Appeals: EPA does not have a formal appeal process for applicants whose proposals are not funded. Appeals with respect to other issues are described in 40 CFR Part 30, Subpart C and Part 31, Subpart F.
Renewals: Not applicable.
Criteria for Selecting Proposals: EPA selects awardees based on factors such as relevancy to EPA's mission and availability of funds.
Examples of Funded Projects: Eleven cooperative agreements of $135,000 have been awarded to 11 communities to develop a community team and an action plan to address locally identified environmental health risks to children.
Range and Average of Financial Assistance: From $35,000 to $135,000.

Formula and Matching Requirements: None.
Length and Time Phasing of Assistance: EPA normally funds grants and cooperative agreements on a 12-month basis.
Uses and Use Restrictions: The funds are to provide resources directly related to identifying and addressing environmental health threats to children. Grants and cooperative agreements are available to support recipients' allowable direct costs plus allowable indirect costs in accordance with established EPA policies and regulations.
Reports: EPA includes reporting requirements for grants and cooperative agreements in the terms and conditions of the agreements. Agreements may require quarterly, interim, and final progress reports. Reporting requirements are also identified in the Grants Regulations, Parts 30 and 31.
Audits: Grants are subject to inspections and audit by representatives of the Comptroller General of the U.S. and any authorized USEPA representative.
Records: Records must be retained at least 3 years; records shall be retained beyond the 3-year period if audit findings have not been resolved.
