Applicant Eligibility: Nonprofit educational institutions of higher learning, such as universities, colleges, junior colleges, hospitals, and technical institutes or museums located in the United States and interested in establishing or upgrading energy oriented educational and research programs in the life, physical, and environmental sciences and engineering may apply.
Beneficiary Eligibility: Nonprofit institutions of higher education benefit.
Credentials/Documentation: Proposal should include: (1) Identification of institution and school and/or department where equipment would be used; (2) the objectives to be met through use of the equipment; (3) a detailed listing of the equipment requested; (4) a brief description of energy-oriented course offerings and numbers of graduate and undergraduate students enrolled; (5) data on qualifications of faculty members to make effective use of the equipment; (6) reference to any prior grant for equipment (financial or otherwise) to the same or to a related department; (7) the name, title, and signature of the person preparing the proposal; and (8) appropriate official university signature(s). The proposal format will be provided and is the guideline for the program. This program is excluded from coverage under OMB Circular No. A-87.
Preapplication Coordination: Representatives of eligible institutions should contact Department of Energy (DOE) Used Energy-Related Laboratory Equipment (ERLE) web site located at www.erle.osti.gov/erle. This program is excluded from coverage under OMB Circular No. A-102 and E.O. 12372.
Application Procedure: The guideline and application are on the website. The application will be automatically submitted to the appropriate DOE field office via electronic mail. This program is subject to the provisions of OMB Circular No. A-110.
Award Procedure: Award is on basis of first-received, first-qualified proposal.
Deadlines: None.
Range of Approval/Disapproval Time: From 30 days.
Appeals: A written appeal must be submitted within 15 days after a freeze is placed on an item.
Renewals: Not applicable.
Criteria for Selecting Proposals: Not applicable.
Examples of Funded Projects: Not applicable.
Range and Average of Financial Assistance: Not applicable.
The number of awards depends on the amount and type of equipment excised during the year.

Length and Time Phasing of Assistance: None.
Uses and Use Restrictions: Used energy-related laboratory equipment is granted to nonprofit educational institutions of higher learning for use in energy-oriented Research or instructional programs in the life, physical, and environmental sciences and engineering.
Reports: At the end of the first year of use, institution must report on the manner in which equipment was used in establishment, expansion, or enhancement of energy research and/or energy related courses.
Audits: Audits are performed on a selective basis.
