Popular Name:  OSTI

Objectives:  Department of Energy (DOE) Office of Scientific and Technical Information (OSTI) collects, preserves, and disseminates the scientific and technical information (STI) resulting from DOE's research and development and environmental programs. The STI produced through DOE and its predecessor agencies includes the bulk of recorded knowledge about nuclear energy and much about other forms of energy. OSTI maintains over 5.7 million items in major online information systems. OSTI also acquires domestic and international information through partnerships with U.S. agencies and over 120 countries and international organizations.

81.064 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  State and local governments, and universities that are DOE contractors, are provided electronic access to energy information in specific areas of concern. Energy information exchange agreements may be made with non-DOE affiliates, universities and other organizations involved in energy research. Public access is available through the National Technical Information Service (NTIS) and the Government Printing Office (GPO).

Beneficiary Eligibility:  State and local governments, and universities that are DOE contractors are provided electronic access to energy information in specific areas of concern. A DOE and DOE contractor version and a limited-access international version of the DOE Information Bridge contain information that is restricted because of international exchange agreements. 81.064 PROGRAM ACCOMPLISHMENTS:

Over 5.7 million references to worldwide energy research reside in data files at OSTI. Over 100,000 references are added annually. Over 1.5 million full-text reports of energy research reside in a centralized repository. Over 50,000 full-text reports are accessible electronically. EnergyFiles links to over 500 information resources; the public version of the DOE Information Bridge contains over 50,000 full-text reports; the DOE version of the Information Bridge contains over 65,000 full-text reports and 350,000 bibliographic citations; PubSCIENCE contains citations and abstracts from over 1000 scientific and technical journals representing over 20 publishers; the PrePRINT Network combines 250 dispersed preprint sites housing over 200,000 documents; and the research development Project Summaries contains information about more than 17,000 active DOE-sponsored research projects. Over 1.5 million users are served annually.

Uses and Use Restrictions:  OSTI leads the Department's Scientific and Technical Information Program (STIP) in a decentralized electronic environment: collecting, organizing, and disseminating diverse information from a wide variety of programs, projects and energy areas; accumulating and processing the results of all DOE funded research and development and merging this information with other pertinent energy information; participating in establishing national and international standards for information processing and exchange; coordinating, linking, and exchanging information with other information centers and international sources; and providing a single source of availability to assist the Department and its contractors. OSTI is the sole source of specialized collections containing results of closed-out DOE research and development projects. Information services are provided electronically through the development and maintenance of appropriate databases and full-text compilations, including Web-based products such as EnergyFiles (a virtual library of information and resources pertaining to energy science and technology), the DOE Information Bridge (full-text DOE research and development reports), PubSCIENCE (journal literature), the PrePRINT Network (preprints), the Research and Development (research and development) Project Summaries (active DOE-sponsored projects), and DOE research and development Accomplishments (outcomes of past DOE research). OSTI provides technical services to DOE and DOE contractor organizations and provides energy information to the National Technical Information Service (NTIS) and to the Government Printing Office (GPO) for dissemination to the public.
