81.110:  National Resource Center for Plutonium

Popular Name:  The Center

Objectives:  As a consequence of dismantling nuclear warheads while in the process of the build-down of the Nation's nuclear arsenal, a significant portion of the inventory of nuclear materials that were formerly parts of weapon systems will be handled or stored at the Pantex Plant near Amarillo, Texas. This agreement will provide financial assistance to the State of Texas to establish and maintain a National Resource Center for Plutonium (The Center). The Center will be a scientific and technical information resource for the government of Texas, local, State, and national committees, oversight agencies, task groups, and the public in general on issues relating to the storage, disposition, potential utilization, and transportation of plutonium, high explosives, and other materials that may be included by agreement with dismantling nuclear weapons. The Center will also provide advice to the Interagency Working Group on Nonproliferation and Export Control, is charged with developing a National strategy for disposition of plutonium that is in excess of defense needs. The Center will also respond to needs for environmental and health research, and for information and interpretation of technical and scientific data.

81.110 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Eligibility is restricted to the State of Texas in accordance with 10 CFR 600.7b (2) (i) (c) and (h).

Beneficiary Eligibility:  Benefits from this program will go to State, Federal, and local governments, concerned and interested citizens, oversight agencies, and advisory groups.

Credentials/Documentation:  None.

81.110 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  There is no preapplication process for this program. This program is excluded from coverage under E.O. 12372.

Application Procedure:  After informal communications, a formal proposal by the applicant is submitted to DOE, Albuquerque Operations Office. Applications from other than the State of Texas will not be accepted.

Award Procedure:  Decisions are made by the DOE, Albuquerque Operations Office, including the Assistant Manager for National Defense Programs and the procurement office.

Deadlines:  None.

Range of Approval/Disapproval Time:  Not applicable.

Appeals:  Not applicable.

Renewals:  Not applicable.

Criteria for Selecting Proposals:  Awards are restricted to the State of Texas in accordance with 10 CFR 600. 7B (2) (i) (c) and (H).

Examples of Funded Projects:  The center is the only project that will be funded.

Range and Average of Financial Assistance:  The entire amount of the financial assistance is provided through one cooperative agreement to the State of Texas.

81.110 RELATED PROGRAMS:

81.110 PROGRAM ACCOMPLISHMENTS:

The center is conducting programs: (1) To help ensure that surplus weapons plutonium is secure from proliferation, and ultimately used and disposed of in a safe and environmentally safe and environmentally sound manner; (2) to further safe and environmentally sound surplus plutonium disposition efforts in Russia; (3) to convene and coordinate the review and recommendation of some of the United States most distinguished leaders (the STRG); (4) to provide information to the public about nuclear weapons material; and (5) to provide enhanced science and education opportunities in the Texas panhandle.

81.110 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Schedule for DOE payments established during negotiations.

Uses and Use Restrictions:  The State of Texas, as the participating agent under this agreement, will establish The Center to ensure that its regulatory and oversight agencies, public stake holders, and other concerned entities are provided with objectives and reliable information regarding the health, safety, and environmental effects of plutonium and other materials generated by dismantling and storing materials from the nuclear weapons stockpile. Financial assistance is provided in support of The Center's objectives. Restrictions on the use of funds depends upon the specific collaborative agreement. The applicant must meet the guidelines established by DOE.

81.110 POST ASSISTANCE REQUIREMENTS:

Reports:  A reporting schedule has been established.

Audits:  Audits will be conducted to ensure that funding is properly used. Audits will be performed at appropriate intervals depending on the duration of the project.

Records:  The awardee is expected to maintain auditable records to substantiate the total costs incurred under the agreements.
