Objectives:  To support special emphasis programs to encourage training of Coloradoan Native American, African American, Hispanic American, Asian-Pacific American, women and disabled American students in the pursuit of the fields of science and engineering and to fund local community projects contributing to the diversity-related programs by organizations and institutions located within the State of Colorado.

81.116 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  State and local governments; sponsored organizations; public nonprofit institutions and organizations; other public institutions and organizations; minority groups; profit organizations; private nonprofit institution and organizations; quasi-public nonprofit institution and organizations; other private institution and organizations; and Native American Organizations. Applicant must reside within the State of Colorado with satisfactory plans and intentions to implement minority science and engineering projects within the State of Colorado.

Beneficiary Eligibility:  State and local governments; sponsored organizations; public nonprofit institutions and organizations; other public institutions and organizations; minority groups; profit organizations; private nonprofit institutions and organizations; quasi-public nonprofit institutions and organizations; other private institutions and organizations and Native American Organizations. Beneficiary must reside within the State of Colorado with projections and programs implemented for minority students enrolled in the fields of science and engineering.

81.116 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  There is no preapplication process for this program. A formal solicitation requesting competitive applications and proposals will be issued each year. The solicitation will set forth application requirements. This program is excluded from coverage under E.O. 12372.

Application Procedure:  A formal application will be submitted by the applicant as required by the annual solicitation, which will be advertised in the Federal Register. Only applications from Colorado based organizations will be accepted.

Award Procedure:  Applications will be reviewed by a panel composed of DOE Rocky Flats Environmental Technology Site representatives. Successful proposals will be selected based upon the evaluation criteria set forth in the solicitation.

Deadlines:  Are set forth in the solicitation(s).

Range of Approval/Disapproval Time:  About 90 days.

Appeals:  Not applicable.

Renewals:  No applicable.

Criteria for Selecting Proposals:  Applications will be reviewed by a panel composed of DOE Rocky Flats Environmental Technology site representatives. Successful proposals will be selected based upon the evaluation criteria set forth in the solicitation.

Examples of Funded Projects:  Increase the number of Native American High School students interest in careers in the areas of math, science, engineering and technology. To assist Hispanic and other diverse communities to develop partnerships with public and private entities for the purpose of providing communities with business, employment, training and educational opportunities. To support two one-week Summer Environmental Camps for urban native American youths ages 10-15 years. Enhance the opportunities for public school's special education students to obtain employment in entry level technology with a supply of Coloradoan Native American, African American, Hispanic American, Asian-Pacific American, women and disabled American professionals who are creative, and have the aptitude for science and technology.

Range and Average of Financial Assistance:  For fiscal year 1999, awards ranged in value from $48,250 to $100,000; $74,812.

For fiscal year 1999, 13 applications were received and four grant awards were made. It is anticipated that four or less grants will be awarded in fiscal year 2000.

81.116 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula. Applicants are encouraged to propose cost-sharing or sharing of in-kind services or resources.

Length and Time Phasing of Assistance:  The schedule of DOE payments is arranged at the time of award.

Uses and Use Restrictions:  Financial assistance is provided in support of the objectives of the program. Restrictions on the use of funds depend on the provisions of the specific financial agreement and limited solely to projects for Native Americans, African Americans, Hispanic Americans, Asian-Pacific Americans, women and disabled Americans within the State of Colorado.

81.116 POST ASSISTANCE REQUIREMENTS:

Reports:  The financial assistance agreement will contain a "Federal Assistance Reporting Checklist" (DOE F 4600.2) that specifies both technical and financial reports to be submitted by the recipient. Requirements, frequency, and distribution will be stated on the checklist.

Audits:  Audits will be conducted to ensure that funding is properly used. Audits will be performed at appropriate intervals depending on the duration of the project.

Records:  Recipient is expected to maintain auditable records to substantiate the total costs incurred under the financial assistance agreement.
