83.529:  Emergency Management Institute (EMI): Independent Study Program

Objectives:  To enhance public and selected audience knowledge of emergency management practices among State and local government managers in response to emergencies and disasters. The program currently consists of 21 courses. They are IS-1, Emergency Program Manager; IS-2, Emergency Preparedness, USA; IS-3, Radiological Emergency Management; IS-5, Hazardous Materials: A Citizen's Orientation; IS-7, A Citizen's Guide to Disaster Assistance; IS-8, Building for the Earthquakes of Tomorrow: Complying with Executive Order 12699; IS-120, An Orientation to Community Disaster Exercises; IS-275, Role of the EOC in Community Preparedness Response and Recovery Activities; IS-279, Engineering Principles and Practices for Retrofitting Flood Prone Residential Structures; IS-301, Radiological Emergency Response; IS-330, Refresher Course for Radiological Monitors; IS-195, Basic Incident Command System; IS- 010, Animals in Disaster; IS- 011, Animals in Disaster: Community Planning Awareness and Preparedness; IS-393, Introduction to Mitigation; IS-346, Orientation to Hazardous Materials for Hospital Personnel; IS-9, Managing Floodplain Development through the National Flood Insurance Program; IS-288, The Role of Volunteer Agencies in Emergency Management; IS-324, Community Hurricane Preparedness; IS-394, Mitigation for Home Owners; IS-513, The Professional in Emergency Management; and IS-534, Emergency Response to Terrorism.

83.529 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Courses IS-1, IS-2, IS-3, IS-5, IS-7, IS-8, IS-279, IS-301, IS-120, IS-195, IS-010, IS-011, IS-275, IS-288, IS-324, IS-346, IS-393, IS-394, IS-513, and SS-534 are designed for both the general public and persons who have responsibility in emergency management. IS-330 is an audience-specific course recommended for those who have local government responsibilities. IS-330 deals with radiological responsibilities.

Beneficiary Eligibility:  The students and communities will benefit.

Credentials/Documentation:  None.

83.529 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  None. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Course enrollment may be obtained by writing to the FEMA Independent Study Program, Administrative Office, Emergency Management Institute, 16825 South Seton Ave., Emmitsburg, MD 21727 or electronic enrollment may be processed via the internet at www.fema.gov/emi/ishome.htm.

Award Procedure:  Course materials are provided upon enrollment.

Deadlines:  One year from enrollment to complete each course.

Range of Approval/Disapproval Time:  Within ten working days of receipt of request, unless unexpected delays occur in processing.

Appeals:  Not applicable.

Renewals:  Not applicable.

Criteria for Selecting Proposals:  None.

Examples of Funded Projects:  Individuals are provided an opportunity to learn more about emergency management.

83.529 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, there were 73,712 enrollments with 60,063 passing scores by the end of the fiscal year. The fiscal year 2000 projected enrollments are 74,000; completions are 62,000; and the fiscal year 2001 estimate is 87,600 enrollments.
