83.547:  First Responder Counter-Terrorism Training Assistance

83.547 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  All fire and emergency first responders and law enforcement personnel with operational and/or incident management responsibilities.

Beneficiary Eligibility:  All fire and emergency first responders and law enforcement personnel with operational and/or incident management responsibilities.

Credentials/Documentation:  The individual may be required to provide documentation related to their role and responsibilities. Grant awards will be determined in accordance with OMB Circulars No. A-102 and No. A-87 for State and local governments. Awards made to Institutions of Higher Education, Hospitals and Other Non-Profit Organizations will be required to follow the requirements of OMB Circulars No. A-110 and No. A-21.

83.547 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  None. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Applications for training courses are made directly to each State's fire training office.

Award Procedure:  Applications for training courses are reviewed within each State's fire training office and acceptance/nonacceptance notifications are made accordingly.

Deadlines:  Deadlines for submission of applications for training courses range within each State.

Range of Approval/Disapproval Time:  Notification of acceptance/nonacceptance range within each State.

Appeals:  None.

Renewals:  Not applicable.

Criteria for Selecting Proposals:  Course admittance criteria.

Examples of Funded Projects:  None.

83.547 PROGRAM ACCOMPLISHMENTS:

During fiscal year 1999, 50 training grants were awarded, one to each of the 50 States.

Authorization:  Omnibus Consolidated Appropriations Act of 1997, Public Law 104-208.

83.547 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Not applicable.

Length and Time Phasing of Assistance:  Not applicable.

Uses and Use Restrictions:  Training is provided through each of the 50 States through individual State fire training systems. The training is targeted for first responders, those who will come into contact with and be forced to manage the consequences of terrorist acts.

83.547 POST ASSISTANCE REQUIREMENTS:

Reports:  Performance reports are due 30 days after the end of the second quarter (April 30) and 30 days after the end of the fourth quarter (October 30). The final performance report is due 90 days after the expiration or termination of grant support if there is a change to the October financial report. Financial reports are due 30 days after the end of each quarter. Final financial and performance reports are due 90 days after the expiration or termination of grant support. Completion of the end-of-course evaluation form is optional.

Audits:  In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records:  Records include financial and programmatic records, supporting documents, statistical records, and other records of recipient or subrecipient which are required to be maintained by 44 CFR Part 13.42, program regulations or the grant or cooperative agreement. Records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report. If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.
