Applicant Eligibility: Indian tribes, tribal organizations, and Alaska Native entities are eligible for assistance under this program.
Beneficiary Eligibility: Federally recognized Indian tribes, tribal organizations, and Alaskan Natives.
Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State, Local and Indian Tribal Governments and OMB Circular No. A-21 for educational institutions.
Preapplication Coordination: Not applicable. This program is excluded from coverage under E.O. 12372.
Application Procedure: The standard application forms as furnished by the Department of Education and required by OMB Circular No. A-102 must be used for this program. Application notices are published in the Federal Register. This program is excluded from coverage under E.O. 12372. Applications must be prepared and submitted in accordance with program announcements which are published in the Federal Register.
Award Procedure: The Secretary of Education approves an application using the selection criteria found in 34 CFR 75.200.
Deadlines: Notice of application deadlines are published in the Federal Register.
Range of Approval/Disapproval Time: About 120 to 150 days after deadline for transmitting applications.
Appeals: After receiving written notice from the Secretary that the Department of Education will not award a grant, the eligible applicant, has 30 calendar days to request, in writing, a hearing to review the Secretary's decision.
Renewals: Not applicable.
Criteria for Selecting Proposals: The following criteria are utilized in reviewing applications. A segment or segments of an application should address each criterion. Points are awarded to the extent that evidence in the application satisfies each criterion: (a) Need for the project; (b) significance; (c) quality of the project design; (d) quality of project services; (e) quality of personnel services; (f) adequacy of resources; (g) quality of the management plan; and (h) quality of the project evaluation.
Examples of Funded Projects: The Mississippi Band of Choctaw Indians is conducting a 2-year program for tribal manufacturing, nursing, child development, electrical and carpentry technology and hotel/restaurant management. The project is housed and operated out of Choctaw Vocational Center, Philadelphia, Mississippi. The Salish Kootenai College is conducting a 2-year program in building trades, secretarial science, computer science, and forest technology. The College also conducts a State licensed associate degree nursing program. The project is located at Polson, Montana.
Range and Average of Financial Assistance: Grants averaged $368,000.
Thirty-five Indian projects were funded in fiscal year 1999.

Formula and Matching Requirements: This program has no statutory formula or matching requirements.
Length and Time Phasing of Assistance: The total project period may not exceed 2 years.
Uses and Use Restrictions: To provide vocational and technical education opportunities for Indians and Alaskan Natives.
Reports: Specific reporting requirements are contained in the regulations and award documents.
Audits: An audit must be conducted annually and should be a part of the recipients financial management and internal control.
Records: In accordance with Section 443 of the General Education Provisions Act, as amended by the Improving America's Schools Act, grantees must maintain records for 3 years.
