84.103:  Higher Education: TRIO Staff Training Program

Popular Name:  TRIO Staff training

Objectives:  To provide training for staff and leadership personnel employed in, or preparing for employment in, projects funded under the Federal TRIO Programs (program numbers 84.042, 84.044, 84.047, 84.066, and 84.217.

84.103 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Institutions of higher education, public and nonprofit private agencies and organizations may apply.

Beneficiary Eligibility:  Leadership personnel, full-time and part-time staff members of projects under the Federal TRIO Programs, and individuals preparing for employment as staff or leadership personnel in projects under the Federal TRIO Special Programs will benefit.

Credentials/Documentation:  Costs will be determined in accordance with the Education Department General Administrative Regulations (EDGAR). This program is excluded from coverage under OMB Circular No. A-87.

84.103 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. This program is excluded from coverage under OMB Circular No. A-102.

Application Procedure:  Develop a proposal in accordance with program regulations, applications, and timetables issued by the Secretary of Education. No State plan is required. Requests for program applications should be made to the Federal TR10 Program, College and University Support Team. This program is subject to the provisions of the Education Department General Administrative Regulations (EDGAR). This program is excluded from coverage under OMB Circular No. A-110.

Award Procedure:  Selected nonfederal field readers evaluate new proposals on the basis of the selection criteria specified in 34 CFR 642.31 and 34 CFR 642.32.

Deadlines:  Deadlines are published in the Federal Register.

Range of Approval/Disapproval Time:  From 90 to 180 days.

Appeals:  None.

Renewals:  Continuation awards of one year is approved on an annual basis, subject to the availability of funds.

Criteria for Selecting Proposals:  The Secretary will select applicants to be funded for new awards under this part on the basis of criteria set forth in 34 CFR 642.31. Final program regulations were published in CFR Chapter VI(7-1-95).

Examples of Funded Projects:  Training has been offered in the following areas: (1) Student financial aid; (2) general project management for new directors; (3) legislative and regulatory requirements for the operation of Federal TRIO programs; (4) design and operation of model programs for projects funded under the Federal TRIO programs; (5) retention and graduation strategies; (6) counseling; (7) reporting student and project performance; and (8) coordinating project activities with other available resources and activities.

Range and Average of Financial Assistance:  $170,000 to $280,000; $234,000.

In fiscal year 1999, an estimated 3,395 Federal Trio Programs projects staff are receiving training under the 19 grants awarded.

84.103 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula or matching requirements.

Length and Time Phasing of Assistance:  One or two year projects, annual awards.

Uses and Use Restrictions:  Grants are awarded to eligible grantees to provide training for project directors and staff of funded Federal TRIO Programs projects. The grants may provide support for conferences, seminars, internships, workshops, and the publication of manuals designed to improve the operation of Federal TRIO Programs projects.

84.103 POST ASSISTANCE REQUIREMENTS:

Reports:  Performance reports are submitted on an annual basis.

Audits:  In accordance with the Education Department General Administrative Regulations (EDGAR and 34 CFR 75.702, 74.61.)

Records:  In accordance with 34 CFR 75.730, 75.731, and 75.732.
