Applicant Eligibility: State and local educational agencies, educational service agencies, institutions of higher education, State agencies for higher education and other public and private agencies, organizations and institutions are eligible to apply for project grants.
Beneficiary Eligibility: State and local educational agencies, institutions of higher education, and nonprofit organizations will benefit.
Credentials/Documentation: None.
Preapplication Coordination: This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure: Described in the application notice published in the Federal Register. Contact the headquarters office listed below for application packages containing the announcement, application, and assurance forms.
Award Procedure: The selection of applications is competitive, based on staff and nonfederal peer review according to the selection criteria contained in 34 CFR 700, Evaluation of Applications for Grants and Cooperative Agreements. The Assistant Secretary for Educational Research and Improvement approves the selection.

Range of Approval/Disapproval Time: Two to 4 months following the application deadline.
Appeals: None.
Renewals: Awards are made annually. Following an initial, competitively selected award of up to 12 months, four additional one year non-competing continuation awards may be made, for a total maximum term of five years, unless limited by the application notice published in the Federal Register. Renewals are subject to the availability of funds.
Criteria for Selecting Proposals: The criteria for approval of proposals under this program are contained in 34 CFR 700, Evaluation of Applications for Grants and Cooperative Agreements. The specific criteria to be used for particular grant competitions are selected from among those in 34 CFR 700, and announced in the Application Notice published in the Federal Register.
Examples of Funded Projects: Projects have supported the development of Statewide curriculum frameworks, models of recruitment and retention of new, highly qualified teachers, and teacher professional development in environmental education and the use of technology. The Eisenhower National Clearinghouse for Mathematics and Science Education collects and disseminates information on mathematics and science education instructional materials for elementary and secondary schools and supports the development and delivery of professional development materials for mathematics. The National Board for Professional Teaching Standards and assessments by content and grade level for certifying veteran teachers as meeting the highest standards of national excellence.

Length and Time Phasing of Assistance: Awards are made annually following an initial competitively selected award of up to 12 months, four additional one-year non-competing continuation awards may be made for a total maximum term of 5 years to projects demonstrating substantial progress toward accomplishing their objectives, unless limited by the application notice published in the Federal Register.
Uses and Use Restrictions: Projects funded under this program must focus on the development and implementation of high-quality professional development for K-12 teachers in the core academic subjects. The Secretary funds applications that address specific priorities announced in the Federal Register. Examples of authorized activities include providing seed money to agencies and organizations to expand their capacity to provide professional development; encouraging the development of professional networks; identifying or developing model programs; and disseminating information about emerging academic trends. See Section 2102(c) of the Elementary and Secondary Education Act of 1969 (ESEA) for more details.
Reports: Annual progress and financial reports as required by EDGAR unless otherwise required in the award document.
Audits: In accordance with the Education Department General Administration Regulations in the Appendix to 34 CFR 80, State and local governments that receive financial assistance of $100,000 or more within the State's fiscal year shall have an audit made for that year. State and local governments that receive between $25,000 and $100,000 within the State's fiscal year shall have an audit made in accordance with the Appendix to Part 80, or in accordance with Federal laws and regulations governing the programs in which they participate. Institutions of higher education and nonprofit organizations are subject to the audit requirements of OMB Circular No. A-133.
Records: As required by EDGAR, 34 CFR part 75. Generally, records related to grant funds, compliance, and performance must be maintained for a period of 5 years after completion.
