Applicant Eligibility: Only State educational agencies, may apply for State educational agency grants. State and local educational agencies and institutions of higher education (including junior colleges) and nonprofit organizations may apply for academic excellence grants.
Beneficiary Eligibility: State educational agencies, institutions of higher education and local educational agencies will benefit.
Credentials/Documentation: Cost will be determined in accordance with OMB Circular No. A-87 for State and local governments.
Preapplication Coordination: This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review. This program is excluded from coverage under OMB Circular No. A-102.
Application Procedure: Applications must be prepared in accordance with program regulations and guidelines. They must be submitted prior to the announced deadline. This program is subject to the provisions of OMB Circular No. A-110.
Award Procedure: Awards are made on a competitive basis.
Deadlines: Deadline dates are published in the Federal Register.
Range of Approval/Disapproval Time: About 120 days.
Appeals: None.
Renewals: Two, one-year renewals are available for State educational agency grants, subject to the availability of annual appropriations. Academic excellence awards may receive four, 1-year renewals.
Criteria for Selecting Proposals: Criteria for State educational agency grants include: (1) Providing for the education of children and youth of limited English proficiency; (2) evaluation plan; (3) quality of personnel; and (4) need for project. For academic excellence grants include: evidence of effectiveness, potential for adoption, and evaluation plan.

Range and Average of Financial Assistance: In fiscal year 1999, State educational agency grants averaged $143,000.

In fiscal year 1999, awards were made to 53 State educational agencies, a clearinghouse, research and development contracts, and 7 academic excellence projects.

Length and Time Phasing of Assistance: The grants for State educational agencies are from one to three years, subject to the availability of appropriations. Grants for academic excellence grants are from one to five years.
Uses and Use Restrictions: Uses and restrictions vary with projects.
Reports: Performance reports are required.
Audits: Audits are not required.
Records: Records must be maintained relative to grant funds, compliance, and performance, as set forth in the Education Department General Administrative Regulations, 34 CFR 75.730 and 75.734.
