Applicant Eligibility: State educational agencies (SEAs) State agencies for higher education (SAHEs), the Bureau of Indian Affairs and the Insular Areas may apply. Institutions of higher education (IHES) and qualified nonprofit organizations apply to the SAHE. Local educational agencies (LEAs) apply to the SEA.
Beneficiary Eligibility: Teachers and other school staff are direct beneficiaries and students are indirect beneficiaries.
Credentials/Documentation: None.
Preapplication Coordination: This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure: Each State educational agency must submit an application to the Secretary when required. A State may choose to submit their applications as part of the Consolidation Plan.
Award Procedure: Applications are approved for awards by the Secretary of Education. In reviewing applications, the Secretary shall obtain the advice of nonfederal experts on education in the core academic subjects, teacher education, including teachers and administrators.
Deadlines: Individual applications are due every three years. Contact the program office for more specific information.
Range of Approval/Disapproval Time: Estimate 45 days.
Appeals: Not applicable.
Renewals: Funds are annually available on July 1.
Criteria for Selecting Proposals: (1) State plan to meet the purpose of the authorizing statute; (2) evidence of a needs assessment; (3) plan of operation ensuring integration with other programs assisted under ESEA and if appropriate, the State's Goals 2000 strategies; (4) budget and cost-effectiveness; (5) evidence of an evaluation plan; and (6) applicants' adequacy of resources.

Range and Average of Financial Assistance: Formula grants range from $1,653,000 to $38,012,000; $5,325,000 for States.

Type of Assistance: Formula Grants.
Obligations: (Grants) FY 99 $335,000,000; FY 00 est $335,000,000; and FY 01 est not identifiable. Note: Will be established upon enactment of legislation to reauthorize the Elementary and Secondary Education Act.

Authorization: Elementary and Secondary Education Act of 1965, Title II, Part B, as amended, 20 U.S.C. 6641-6702.
Regulations, Guidelines, and Literature: This program will be governed by the statute, EDGAR, and nonregulatory guidance provided by the Program Office.

Formula and Matching Requirements: Of the funds available, one half of one percent is reserved for grants to the outlying areas and one-half of one percent is reserved for grants made by the BIA. The remainder is available to the States or the State's allocation, by formula based one-half on a relative school-aged population and one-half on relative shares of Title I, LEA grants. Of the States eighty-four percent is distributed to SEAs and 16 percent is awarded to SAHES.
Length and Time Phasing of Assistance: Generally, from July 1 to September 30 of the following year. In addition, funds, remain available to States for an additional fiscal year for obligation and expenditure. Grantees draw down funds electronically as needed.
Uses and Use Restrictions: All funds must be used for the improvement of teaching the core academic subjects in elementary and secondary schools.
Reports: Triennial performance reports as required by the statute.
Audits: In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
