84.296:  Native Hawaiian Community-Based Education Learning Centers

Objectives:  To support collaborative efforts between community-based Native Hawaiian organizations and community colleges, to develop, establish, and operate a minimum of three community-based education learning centers.

84.296 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Community-based Native Hawaiian organizations and community colleges in Hawaii.

Beneficiary Eligibility:  Preschool, elementary and secondary students, and adult students will benefit.

Credentials/Documentation:  None.

84.296 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:  To participate an organization must have on file with the Secretary of Education, by the designated deadline, an application which complies with the statutory requirements.

Award Procedure:  Applications are approved for awards by the Secretary of Education based upon the recommendations of a panel and program staff.

Deadlines:  Deadline will be announced in an application notice published in the Federal Register.

Range of Approval/Disapproval Time:  About 120 days.

Appeals:  None.

Renewals:  Renewals are based on an annual review of the performance data and the availability of funds.

Criteria for Selecting Proposals:  See EDGAR (34 CFR 75 - Section 75.210).

Examples of Funded Projects:  Centers have been established at the following sites: (1) Halau Na`auao at Hawaii Community College; (2) NHCBELC at Kaua`i Community College; (3) NHCBELC at Leeward Community College; and (4) Mohala Ka`ike Institute at Maui Community College. The educational programs offered at each site include culturally relevant learning experience for adult, preschool, and elementary and secondary students.

Range and Average of Financial Assistance:  One award for $1,000,000 was made in 1999.

84.296 PROGRAM ACCOMPLISHMENTS:

Four community-based learning centers have been established.

Type of Assistance:  Project Grants.

Obligations:  (Grants) FY 99 $1,000,000; FY 99 est $1,090,000; and FY 01 est $1,100,000.

Budget Account Number:  18-1000-2-1-501.

Authorization:  Elementary and Secondary Education Act of 1965, Title IX, Part B, as amended, 20 U.S.C. 7910.

Regulations, Guidelines, and Literature:  No specific regulations have been developed. EDGAR will be used as appropriate.

84.296 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Funds are granted on a 12-month basis up to 60 months.

Uses and Use Restrictions:  Funds are used to develop and operate community-based education learning centers. To meet the needs of families and communities through coordination of new and existing preschool, after-school, and vocational and adult education programs. No more than seven percent of grant funds may be used for administrative purposes.

84.296 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual progress and financial reports are required in accordance with EDGAR, unless otherwise required in the award document. A final financial and performance report is due 90 days after termination of the grant.

Audits:  In accordance with the Education Department General Administrative Regulations.

Records:  As required by EDGAR, grantees must maintain appropriate records related to grant funds.
