84.297:  Native Hawaiian Curriculum Development, Teacher Training and Recruitment

Objectives:  To fund native Hawaiian programs of instruction for math, science, the Native Hawaiian language and other subjects. Curriculum development and teacher training are supported as well.

84.297 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Native Hawaiian education organizations or education entities with experience in developing or operating native Hawaiian programs or programs of instruction conducted in the native Hawaiian language.

Beneficiary Eligibility:  Elementary and secondary students will benefit.

Credentials/Documentation:  None.

84.297 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:  An organization must have on file with the Secretary of Education, by the designated deadline, an application to comply with the statutory requirements.

Award Procedure:  Applications are approved for awards by the Assistant Secretary for Elementary and Secondary Education based upon the recommendations of a panel and program staff.

Deadlines:  Deadlines will be announced in the Federal Register.

Range of Approval/Disapproval Time:  About 120 days.

Appeals:  None.

Renewals:  Renewals are based on an annual review of the performance data and the availability of funds.

Criteria for Selecting Proposals:  See EDGAR (34 CFR 75 - Section 75.210).

Examples of Funded Projects:  Several projects develop curricula in the Native Hawaiian language and provide teacher training for teachers in language immersion schools.

Range and Average of Financial Assistance:  In FY 1999, the average award will be $344,231.

Obligations:  (Grants) FY 99 $4,775,000; FY 00 est $5,500,000; and FY 01 est $4,100,000.

Authorization:  Elementary and Secondary Education Act of 1965, Title IX, Part B, as amended, 20 U.S.C. 7909.

Regulations, Guidelines, and Literature:  No specific regulations have been developed. EDGAR will be used as appropriate.

84.297 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Funds are granted on a 12-month basis up to 60 months.

Uses and Use Restrictions:  Projects should address one or more of the following: 1) To develop curricula to address the needs of Native Hawaiian students in programs of instruction conducted in the Native Hawaiian language and/or mathematics and science curricula incorporating the relevant applications of Native Hawaiian culture and traditions; 2) to develop and implement pre-teacher training programs in order to ensure that student teachers are better prepared to meet the needs of Native Hawaiian students; 3) to develop and implement teacher recruitment programs to enhance recruitment in Native Hawaiian communities to increase the number of teachers that are of Native Hawaiian ancestry; and 4) to develop and implement inservice teacher training programs to ensure that teachers are better prepared to meet the unique educational needs of Native Hawaiian students. Priority must be given to projects that focus on the needs of at-risk youth or that employ a program of instruction conducted in the Native Hawaiian language. No more than seven percent of grant funds may be used for administrative purposes.

84.297 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual progress and financial reports as required by EDGAR. A final financial and performance report is due 90 days after termination of the grant.

Audits:  In accordance with the Education Department General Administrative Regulations.

Records:  As required by EDGAR, grantees must maintain appropriate records related to grant funds.
