84.321:  Alaska Native Home Based Education for Preschool Children

Popular Name:  ALASKA NATIVE EDUCATION

Objectives:  To provide funds to Alaska Native organizations or educational entities to implement home instruction programs for Alaska Native preschool youngsters. The objective of such programs shall be to develop parents as educators for their children and assure active involvement of parents in the education of their children from the earliest ages. Home based education programs for Alaska Native children shall include the following: (1) Parent-infant programs for parents and their children 0-3 years old; (2) preschool programs for four and five years old; (3) training, education, and support programs to teach parents skills in observation, reading readiness, story telling and critical thinking; (4) continued research and development; and (5) a long-term follow-up and assessment program.

84.321 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Alaska Native organizations or educational entities with experience in developing or operating Alaska Native programs or programs of instruction conducted in Alaska Native languages, or to partnerships involving Alaska Native organizations.

Beneficiary Eligibility:  Elementary and secondary Alaska Native students will be the beneficiaries.

Credentials/Documentation:  None.

84.321 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O. 12372.

Application Procedure:  To participate, an Alaska Native organization or an educational entity, must have on file with the Secretary of Education, by the designated deadline, an application complying with the statutory requirements.

Award Procedure:  Applications are approved for awards by the Assistant Secretary of Elementary and Secondary Education based upon the recommendations of a panel and program staff.

Deadlines:  March 26, 2000.

Range of Approval/Disapproval Time:  About 60 days from the closing date.

Appeals:  None.

Renewals:  Renewals are based upon an annual review of the performance data and the availability of funds.

Criteria for Selecting Proposals:  Not applicable.

Range and Average of Financial Assistance:  In fiscal year 1999, the average award was $310,214.

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Grants are awarded on an annual basis.

Uses and Use Restrictions:  Not more than 10 percent of grant funds may be used for administrative cost.

84.321 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual and final performance reports and financial status reports are required in accordance with Section 75.720 of EDGAR.

Audits:  None.

Records:  In accordance with Section 74.21 under 34 CFR 74, grantees are required to maintain appropriate records related to grant funds.
