84.339:  Learning Anytime Anywhere Partnerships

84.339 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Partnerships consisting of two or more independent agencies, organizations, or institutions, including institutions of higher education, or community organizations, and other public and private institutions, agencies, and organizations. A nonprofit organization must serve as the lead applicant and fiscal agent for a funded partnership.

Beneficiary Eligibility:  Postsecondary students.

Credentials/Documentation:  None.

84.339 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:  In any fiscal year in which funds are available for new awards, the Department of Education publishes a notice in the Federal Register inviting applications and establishing a deadline date. An application package is available from the Fund for the Improvement of Postsecondary Education. Copies are available on the web page and will also be mailed upon request. This program is subject to the provisions of OMB Circular No. A-110.

Award Procedure:  Applications are reviewed and evaluated by outside experts and program staff in accordance with the procedures set out in the Education Department General Administrative Regulations (EDGAR) 34 CFR 74, 75.

Deadlines:  Deadlines will be announced in application notices published in the Federal Register. Contact the Headquarters Office listed below for application deadlines.

Range of Approval/Disapproval Time:  The approval time is about 4 months.

Appeals:  None.

Renewals:  Applications for renewal of multi-year projects are processed and funded before those for new projects. Renewals are subject to the availability of funds.

Criteria for Selecting Proposals:  Contact the Program Office for information on the selection criteria.

Examples of Funded Projects:  This is a new program; examples have yet to be determined.

Range and Average of Financial Assistance:  The average award in fiscal year 1999 was $343,000.

84.339 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  The Federal funds shall provide not more than 50 percent of the cost of the project. The nonfederal share of project costs may be in cash or in-kind, fairly evaluated, including services, supplies, or equipment.

Length and Time Phasing of Assistance:  Awards are made annually. Following the initial, competitively selected award of up to 12 months, non-competing continuation awards may be made for a total maximum term of 5 years.

Uses and Use Restrictions:  Funds awarded to an eligible partnership shall be used to conduct one or more of the following activities: (a) Develop and assess model distance learning programs or innovative educational software; (b) develop methodologies for the identification and measurement of skill competencies; (c) develop and assess innovative student support services; and (d) support other activities consistent with the statutory purpose of the program.

84.339 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual progress and financial reports as required by EDGAR 34 CFR 75, unless otherwise required in the award document, are necessary.

Audits:  In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records:  As required by the provisions in EDGAR for direct grant programs. Records related to grant funds, compliance, and performance must be maintained for a period of 5 years after completion, subject to the exceptions listed in EDGAR 34 CFR 74.
