Applicant Eligibility: State educational agencies, local educational agencies, institutions of higher education, other public and private nonprofit or for-profit agencies and organizations, or groups of such agencies, institutions or organizations are eligible to receive grants under this program.
Beneficiary Eligibility: Residents of all ages within the communities served by the technology centers will benefit.
Credentials/Documentation: None.
Preapplication Coordination: This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or the official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure: Procedures are described in an application notice published in the Federal Register if awards are to be made during that fiscal year. Contact the Headquarters Office listed below for application packages containing the announcement, application, and other forms.
Award Procedure: Applications are reviewed and evaluated by outside experts and program staff in accordance with the procedures set out in the Education Department General Administrative Regulations (EDGAR) 34 CFR 74, 75. The Assistant Secretary for Vocational and Adult Education approves the selection.
Deadlines: Deadlines will be announced in application notices published in the Federal Register. Contact the Headquarters Office listed below for application deadlines.
Range of Approval/Disapproval Time: The approval time is about 2 to 4 months.
Appeals: None.
Renewals: Grants may last for up to 3 years, subject to the availability of funds.
Criteria for Selecting Proposals: The criteria for selecting grant proposals under this program will be chosen from selection criteria found in the Education Department General Administrative Regulations (EDGAR) Part 75. The specific criteria will be announced in an application notice published in the Federal Register if awards are to be made during that fiscal year. Contact the headquarters office listed above for application packages containing the announcement and selection criteria.
Examples of Funded Projects: Projects funded under this program will be used to support community centers that provide access to technology to residents of their local communities.
Range and Average of Financial Assistance: The range of awards is estimated to be $75,000 to $300,000 in fiscal year 1999.

Regulations, Guidelines, and Literature: The provisions of Title III, Part A, Subpart 1, Section 3122 of the Elementary and Secondary Education Act of 1965, as amended; the requirements of the General Education Provisions Act (GEPA), and Education Department General Administrative Regulations (EDGAR) Parts 75, 77, 79, 80, 81, 82, 85, and 86.

Formula and Matching Requirements: This program has no statutory formula or matching requirements.
Length and Time Phasing of Assistance: Awards are made annually. Following the initial, competitively selected award of up to 12 months, two additional 1-year, non-competing continuation awards may be made for a total maximum term of 3 years. Continuation awards are subject to the availability of appropriations.
Uses and Use Restrictions: Projects funded under this program must be for the purpose of meeting the needs of residents of rural and urban areas and economically distressed communities through development of community technology centers. Application priorities, if any, will be published in a notice in the Federal Register if awards are to be made during a fiscal year. Contact the Headquarters Office listed below for information on priorities.
Reports: Annual progress and financial reports as required by EDGAR 34 CFR 75, unless otherwise required in the award document, are necessary.
Audits: In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
Records: As required by the provisions in EDGAR for direct grant programs. Records related to grant funds, compliance, and performance must be maintained for a period of 5 years after completion, subject to the exceptions listed in EDGAR 34 CFR 74.
