93.124:  Nurse Anesthetist Traineeships

Objectives:  Grants are awarded to eligible institutions to provide financial support through traineeships for licensed registered nurses enrolled as full-time students beyond the twelfth month of study in a master's nurse anesthesia program.

93.124 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Eligible applicants are schools of nursing, academic health centers, and other public or private non-profit entities which provide registered nurses with full-time anesthetist master's education and have evidence of earned accreditation status from the American Association of Nurse Anesthetists (AANA) Council on Accreditation of Nurse Anesthesia Education Programs.

Beneficiary Eligibility:  Traineeship recipients are selected by the participating institutions. A candidate must be a citizen of the United States, non citizen national, or foreign national who possesses a visa permitting permanent residence in the United States, be enrolled full-time beyond the 12th month of study in a participating nurse anesthetist master's education program, as determined by the institution.

Credentials/Documentation:  Evidence of earned pre-accreditation or accreditation status from the American Association of Nurse Anesthetist (AANA) Council on Accreditation of Nurse Anesthesia Education Program.

93.124 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Not applicable. This program is excluded from coverage under E.O. 12372.

Application Procedure:  The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants Page is www.hrsa.gov/bhpr/grants.html. This year BHPr has decided to use Adobe Acrobat to publish the grant documents on the Web page. Award Procedure:  Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines can be obtained via the Internet at: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  From 4 to 5 months after receipt of applications.

Appeals:  Not applicable.

Renewals:  Competing continuation applications may be submitted annually.

Criteria for Selecting Proposals:  All eligible applicants are considered in a formula for determined awards.

Examples of Funded Projects:  Funded projects provide direct financial support to students enrolled full-time beyond the first 12 months of study in a nurse anesthetist education program.

Range and Average of Financial Assistance:  From $50,000 to $54,300; $20,500. (Modified per Public Law 105-392, effective November, 1998.)

93.124 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, 70 awards were made supporting about 1000 students. It is estimated that 70 awards will be issued in fiscal years 2000 and 2001.

93.124 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Not applicable.

Length and Time Phasing of Assistance:  From 12 month project are for periods.

Uses and Use Restrictions:  To meet the costs of traineeships that will pay all or part of the costs of tuition, books, fees, and reasonable living expenses for the program for registered nurses to become nurse anesthetists for up to a maximum of 18 months of full-time study. Award recipients must have completed 12 months of study in a nurse anesthesia master's program. Restricted uses: Indirect costs and trainee travel are not allowed.

93.124 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual financial status reports are required.

Audits:  In accordance with the provisions of OMB Circular No. A-133, "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of financial status reports. Statement of Appointment forms must be retained for 3 years. If a questions remain such as those raised as a result of an audit, records must be retained until the matter is resolved.
