93.216:  HIV/AIDS Mental Health Services Demonstration Program

Objectives:  To: 1) provide a range of high-quality mental health services to people affected by or living with HIV/AIDS; 2) evaluate the effectiveness and efficiency of the different approaches or models used for organizing and providing those services; and 3) determine the impact of those services on the quality of life of the individuals served.

93.216 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Any public or nonprofit private organizations.

Beneficiary Eligibility:  The target population includes people affected by or living with HIV/AIDS including gay and bisexual men, racial and ethnic minorities, women, children and adolescents, adults with serious mental illnesses, children and adolescents with serious emotional disturbances, and people who are homeless.

Credentials/Documentation:  This program is subject to the provisions of 45 CFR Part 92 for State and local governments and 45 CFR Part 74 for nonprofit organizations.

93.216 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Organizations planning to submit an application are requested to submit a letter of intent at least 30 days prior to the application receipt date to: Office of the Associate Director for Medical Affairs, Center for Mental Health Services, Parklawn Bldg., Room 15-105, 5600 Fishers Lane, Rockville, MD 20857, ATTN: RFA/Letter of Intent, FAX: (301) 443-7912. This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.

Application Procedure:  Standard application forms, as furnished by the Public Health Service (PHS 5161 1, revised July 1992), and required by 45 CFR Part 92 for State and local governments must be used by this program.

Award Procedure:  Grants (Cooperative agreements) in support of the projects recommended for approval by the initial review groups and the appropriate Advisory Council, and approved by the Director, Center for Mental Health Services (CMHS), are awarded directly to the grantee organization by the CMHS.

Range of Approval/Disapproval Time:  From 3 to 4 months.

Criteria for Selecting Proposals:  Project applications were reviewed, rated, and ranked. Criteria for technical merit review of services demonstration projects included: 1) adequacy of documentation of need, including a description of special population(s) to be served, if applicable, and the availability of and access to the current mental health delivery system by people with HIV/AIDS; 2) adequacy and appropriateness of the goals and objectives, and approach, including specific mental health services to be provided and the additional project elements that assure the development of an infrastructure; 3) appropriateness of the proposed project in terms of a) budget, b) management plan, c) personnel, d) time frame, e) resources, and f) adequacy, availability, and accessibility of facilities; 4) experience of the applicant in delivering mental health services; 5) appropriateness of the proposed evaluation design and methodology. In addition, funding preference was given to applicants that were based at, or have relationships with, entities providing comprehensive health services to people who are infected with HIV. Criteria for technical merit review of the coordinating center applications included: 1) Adequacy of the overall plan, addressing structure and scientific rigor of the evaluation, and plans for data quality; 2) adequacy of plans for coordination, technical assistance, and training; 3) qualifications and experience of the principal investigator and proposed staff in statistics, data analysis, evaluation, and large-scale data collection efforts; and 4) appropriateness of budget, personnel, facilities, resources, and time frame.

93.216 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula or matching requirement.

Length and Time Phasing of Assistance:  Applications were accepted for a 4-year project period, with 12-month budget periods. Annual awards will be made subject to continued availability of funds and progress achieved and will not exceed 12 months. Payments will be made under an Electronic Transfer System.

Uses and Use Restrictions:  Funds may be used to develop or expand, and evaluate programs to provide mental health services for individuals, their families and others who experience serious psychological reactions as a result of HIV/AIDS antibody testing, and to provide mental health services for people with HIV/AIDS. Funds may be used for expenses clearly related and necessary to carry out the described project(s), including both direct costs which can be specifically identified with the project and allowable indirect costs of the organization. Funds cannot be used to supplant current funding for existing activities.

93.216 POST ASSISTANCE REQUIREMENTS:

Reports:  Progress reports are due annually and financial status reports are due 90 days for the close of the budget period. Report and financial status report are due 90 days following the end of the project period.

Audits:  "In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), Audits of States, Local Governments, and Non-Profit Organizations, nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133."

Records:  There is a 3-year record retention requirement; records shall be retained beyond the 3-year period if final audit has not been done or findings resolved.
