93.236:  Grants for Dental Public Health Residency Training

Popular Name:  Residency Training Grants

Objectives:  To plan and develop new residency training programs and to maintain or improve existing residency training programs in dental public health; and to provide financial assistance to residency trainees enrolled in such programs.

93.236 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  A school of Public Health or Dentistry that offers a Dental Public Health Program accredited by the American Dental Association Commission on Dental Accreditation is eligible to apply. Each applicant must demonstrate that the institution has or will have available full-time faculty members with training and experience in the field of dental public health and support from other faculty members trained in public health and other relevant specialties and disciplines.

Beneficiary Eligibility:  Any accredited public or private school of public health or dentistry will benefit.

Credentials/Documentation:  Schools of public health must be accredited by the Council of Education for Public Health. Schools of Dentistry must be accredited by the ADA Commission of Dental Accreditation.

93.236 APPLICATION AND AWARD PROCESS:

Application Procedure:  The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants page is www.hrsa.gov/bhpr/grants.html. This year BHPr has decided to use Adobe Acrobat to publish the grants documents on the Web page. In order to download, view and print these grants documents, you will need a copy of Adobe Acrobat Reader. This can be obtained without charge from the Internet by going to the Adobe Web page www.adobe.com and downloading the version of the Adobe Acrobat Reader which is appropriate for your operating system, i.e., Windows, Unix, Macintosh, etc. A set of more detailed instructions on how to download and use the Adobe Acrobat Reader can be found on the BHPr Grants Web page under "Notes on this WWW Page."

Award Procedure:  A Notice of the grant award will be issued from the Headquarters Office.

Deadlines:  Applications deadlines are available on the World Wide WEB at address: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  From 4 to 6 months after receipt of application.

Appeals:  Appeals are available only to grantees.

Renewals:  At the end of the initial project period, competing continuation applications may be submitted for up to 3 years of support.

Criteria for Selecting Proposals:  Competing applications are reviewed by a nonfederal consultant for technical merit recommendations. Approval of an application will be based on an analysis of the following factors: 1) The proposal addresses the legislative intent of the program and is supported by a well-documented rationale; 2) the proposal is responsive to the program priorities established for the current fiscal year; 3) objectives are consistent with the rationale and are measurable and achievable within the project period; 4) methodology is consistent with the objectives and explained in appropriate detail; 5) an evaluation is linked to the objectives and addresses project outcomes; (6) applicants must demonstrate their administrative and managerial capability to carry out the proposed project; 7) the proposed budget is complete, appropriate, cost-effective, and clearly justified; 8) the plan for institutionalizing the project is specific and realistic. In making awards of grants under this Section, preference will be given to any qualified applicant that: (A) Has a high rate for placing graduates in practice settings and have the principal focus of serving residents of medically underserved communities; or (B) during the 2-year period preceding the fiscal year for which an award is sought, had achieved a significant increase in the rate of placing graduates. Preference will be given for applications ranked above the twentieth percentile of applications that have been recommended for approval by the appropriate peer review group.

Examples of Funded Projects:  Awards have been issued for dental public health activities.

Range and Average of Financial Assistance:  The range is from $33,966 to $87,808; $57,593.

93.236 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, six awards were made. It is anticipated that six awards will be made in fiscal years 2000 and 2001.

93.236 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Project periods are for 3 years.

Uses and Use Restrictions:  Grants are intended to assist in meeting the costs of planning and developing new dental public health residency training programs and providing financial assistance to trainees enrolled in the programs. Grants may not be used for construction or for providing direct patient services.

93.236 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted for the second or subsequent budget period within the approved project period. Financial status reports are required within 90 days after the end of each budget period. A final progress report and financial status report must be submitted within 90 days after the end of the project period.

Audits:  In accordance with the provisions of OMB Circular No. A-133, "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of the financial status report and 3 years after final disposition of nonexpendable property. If questions remain, such as those raised as a result of an audit, records must be retained until the problem is resolved.
