Applicant Eligibility: Regulatory Health Agencies of city, county and State governments. Applicants are limited to regulatory health agencies of city, county and State governments. To be eligible for funding, an application must be approved for scientific and regulatory merit as well as program relevance by a scientific review group and a national advisory council.
Beneficiary Eligibility: State and local health regulatory agencies will benefit.
Credentials/Documentation: Grant applications must present a plan and furnish evidence that facilities, personnel and equipment are appropriate to carry out the plan. Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments.
Preapplication Coordination: This program is eligible for coverage under E.O. 12372, "Intergovernmental Review of Federal Programs." An applicant should consult the office or official designated as the single point of contact in his or her State for more information on the process the State requires to be followed in applying for assistance, if the State has selected the program for review.
Application Procedure: Consultation of Program Staff is available by contacting the Headquarters Office listed below. The standard application forms, as furnished by FDA and required by 45 CFR 92 must be used for this program. The applicant must complete PHS-5161-1 (Revised 6/99) for new competing project grants. Applications in response to the Federal Register Announcement shall be sent to the address listed below. For information contact Headquarters Office. All application kits may be obtained from the FDA office listed below. This program is subject to the provisions of 45 CFR 92 and OMB Circular No. A-87 for State and Local governments. All applicants for solicited grant programs are cautioned to follow the specific mailing instruction published in the RFA.
Award Procedure: All accepted applications receive dual scientific review for technical merit. If sufficient funds are available, successful applicants will be issued a Notice of Grant Award by the FDA.
Deadlines: Due date is published in the RFA.
Range of Approval/Disapproval Time: About 6 months.
Appeals: None.
Renewals: Renewals may be available. Procedures are the same as for new applications.
Criteria for Selecting Proposals: The major elements in evaluating proposals include the assessment of: (1) The scientific merit and general significance of the proposed project and its objectives; (2) the technical adequacy of the experimental design and approach; (3) the competency of the proposed investigator or group to successfully pursue the project; (4) the adequacy of the available proposed facilities and resources; (5) the necessity of the budget components requested in relation to the proposed project; and (6) the relevance and importance to announce program objectives.

Range and Average of Financial Assistance: From $37,500 to $50,000; $43,750 in total costs.

Formula and Matching Requirements: This program has no statutory formula or matching requirements. Cost participation is not required. The Agency will provide technical assistance to all applicants who request it before they submit the grant application. Once the application is submitted no further assistance will be provided. The Agency will not accept addendum material after the published due date.
Length and Time Phasing of Assistance: Normally, awards are made for one year. It is anticipated that 8 to 10 awards will be made in fiscal year 2000 for one year each depending on the recommendation of the review group and availability of funds.
Uses and Use Restrictions: Project grants are awarded to State and Local regulatory health agencies in the name of a principal investigator for a discrete project representing the investigator's interest, competence and regulatory need. Funds are to be used for salaries, wages, equipment, supplies, travel and other costs directly required to carry out the project. Project must have national application that can enhance Federal, State and local food regulatory programs and reduce factors that cause food borne illness. All successful projects must be able to be duplicated by State and local food regulatory agencies of any size.
Reports: Quarterly program progress reports and financial status reports are required and an invention statement at the end of the project period. Final project and financial status reports must be submitted 90 days after completion of the project period.
Audits: "In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), audits of States, Local Governments, and Non-Profit Organizations, nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133." In addition, grants and cooperative agreements are subject to inspection and audits by DHHS and other Federal government officials.
Records: Progress reports, expenditures and other financial records must be retained for 3 years from the day on which the grantee submits the final financial status report for the project period.
