CATALOG OF FEDERAL DOMESTIC ASSISTANCE

93.247:  Advanced Education Nursing Grant Program

Objectives:  Grants are awarded to eligible institutions for projects that support the enhancement of advanced nursing education and practice including master's and doctoral programs, combined RN and master's degree programs, post-nursing master's certificate programs, or in the care of nurse midwives, in certificate programs in existence on November 12, 1998, to serve as nurse practitioners, clinical nurse specialist, nurse midwives, nurse anesthetists, nurse educators, nurse administrators, public health nurses, or in other nurse specialties determined by the Secretary to require advanced education.

93.247 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Eligible applicants are schools of nursing, academic health centers, and other public or private non-profit entities.

Beneficiary Eligibility:  Accredited schools of nursing, academic health centers and other public or private, non-profit entities.

Credentials/Documentation:  For existing programs; accredited by a recognized body or bodies or by a State Agency, approved for such purpose by the Secretary of Education. For new programs, a letter of reasonable assurance of accreditation from the Secretary of Education. Nurse midwifery programs must provide evidence of pre-accreditation or accreditation from the American College of Nurse mid-wives. For new programs evidence of pre-accreditation must be submitted on November 12, 1998. Nurse Practitioner and Nurse Midwifery programs must meet guidelines published in 42 CFR Chapter 1, 57-2401, Subpart Y and Appendix. Evidence of pre-accreditation or accreditation from the American Association of Nurse Anesthetists (AANA) Council on Accreditation of Nurse Anesthesia Educational programs must be provided for nurse anesthesia programs.

93.247 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O.12372.

Application Procedure:  The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants Page is www.hrsa.gov/bhpr/grants.html. Award Procedure:  Notification is made in writing through a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines can be obtained via the Internet at: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  About 4 to 6 months after receipt of applications.

Appeals:  Appeals are available only to grantees.

Renewals:  Competitive continuations may be submitted during the final budget period of the approved project period.

Criteria for Selecting Proposals:  Project purposes must be consistent with and promote the purpose identified in the Law. Need must be documented, and the capability of achieving project goals must be described. In making awards of grants under this Section, preference will be given to any qualified applicant with a project that will substantially benefit rural or underserved populations, or help meet public health nursing needs in State or local health departments. This preference will only be applied to applications that rank above the 20th percentile of applications recommended for approval.

Examples of Funded Projects:  Nurse Practitioner/Nurse Midwifery Training Programs; Clinical Nurse Specialist Projects; Graduate programs in nurse anesthetist education.

Range and Average of Financial Assistance:  From $90,000 to $360,000; $224,000.

It is estimated that 74 non-competing continuations and 30 new awards will be made in fiscal year 2000 and fiscal year 2001.

93.247 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Project periods are for 3 years.

Uses and Use Restrictions:  To meet the costs of projects that support the enhancement of advanced nursing education and practice. For salaries of personnel specifically employed for the project; consultant fees; supplies and equipment necessary to conduct the project; essential travel expenses and other expenses related to the project. Restricted uses: Indirect costs are allowed for administrative costs incurred as a result of the project, limited to eight percent of direct costs.

93.247 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted for the second and subsequent budget periods within an approved project period. Financial Status Reports are required within 90 days after the end of each budget period. A final progress report and final financial status report must be submitted within 90 days after the end of the project period.

Audits:  In accordance with the provision of OMB Circular No. A-133, "Audits of State, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of expenditure reports, and 3 years after final disposition of non-expendable property. If questions remain, such as those raised by an audit, records must be retained until the matter is resolved.
