Applicant Eligibility: Public or nonprofit private schools of nursing, or other public and nonprofit private entities. Section 860(e) of the Nurse Education and Practice Improvement Amendments of 1992, Title II of Public Law 102-408, and technical corrections under P. L. 102-531, requires certain information about programs of applicants for this program, as well as for certain other programs under titles VII and VIII of the Public Health Service Act.
Beneficiary Eligibility: Section 822(a) public or nonprofit private schools of nursing, or other public and private entities.
Credentials/Documentation: Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. For other grantees, costs will be determined by DHHS Regulations 45 CFR, Part 74, Subpart Q.
Preapplication Coordination: Not applicable. This program is excluded from coverage under E.O. 12372.
Application Procedure: The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants Page is www.hrsa.gov/bhpr/grants.html. This year BHPr has decided to use Adobe Acrobat to publish the grant documents on the Web page. Award Procedure: Notification in writing. A Notice of Grant Award will be issued from Headquarters Office.

Range of Approval/Disapproval Time: About 4 months.
Appeals: None.
Renewals: Due to a change in legislation, there will not be any "New" grant awards under this program. This program has been consolidated into the Advanced Education Nursing Grant in fiscal year 2000. The new catalog number for Advanced Education Nursing Programs is 93.247.
Criteria for Selecting Proposals: Determining factors include: (1) The program must extend for at least one academic year and consist of supervised clinical practice directed toward preparing nurses to deliver primary health care; and be at least four months (in the aggregate) of classroom instruction that is so directed; and have an enrollment of not less than six full-time equivalent students; (2) merit of application; (3) adherence to regulations and guidelines; (4) the potential of graduates to serve in a primary care shortage area; (5) Statutory funding factors; funding preferences, funding priorities, and special considerations.
Examples of Funded Projects: (1) Family, pediatric, geriatric, and adult nurse practitioner programs; and (2) nurse-midwifery programs.
Range and Average of Financial Assistance: From $36,227 to 502,145; $244,344.

Formula and Matching Requirements: This program has no statutory formula or matching requirements.
Length and Time Phasing of Assistance: Initial assistance is for up to 3 years.
Uses and Use Restrictions: Educational programs funded under this authority must meet the guidelines prescribed by the Secretary for Health and Human Services (DHHS) in accordance with Section 822 of the Public Health Service Act, and included in the regulations issued for these grants. All nurse-midwifery applications must provide evidence of accreditation or the timeline for receipt of accreditation from the American College of Nurse Midwives (ACNM). Applications must have ACNM accreditation prior to issuance of notice of grant award.
Reports: A progress report must be submitted annually. A financial status report must be submitted within 90 days after the end of each budget period. A final progress report and final financial status report must be submitted within 90 days after the end of the project period.
Audits: In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. In addition, grants and cooperative agreements are subject to inspection and audits by DHHS and other Federal government officials.
Records: Expenditures, financial records, statement of appointments, and other forms must be retained for 3 years after the end of the budget period.
