93.299:  Advanced Nurse Education

Objectives:  To meet the costs of projects to plan, develop, and operate new programs; or significantly expand existing programs for the advanced education of registered nurses at the master's and doctoral levels. A project must provide an educational program to prepare registered nurses as nurse educators, public health nurses or in clinical nurse specialties determined by the Secretary to require advanced education.

93.299 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Public and nonprofit private collegiate schools of nursing accredited by the appropriate accrediting body. Section 860 (e) of the Nurse Education and Practice Improvement Amendments of 1992, Title II, Public Law 102-408, and technical corrections under Public Law 102-531, requires certain information about programs of applicants for this program.

Credentials/Documentation:  Training programs conducted with amounts received under this title shall meet applicable accreditation and quality standards. Programs must provide evidence of adherence to appropriate Federal guidelines and/or national nursing organization guidelines and competencies, if available, for the specialty or primary care focus, and/or must indicate which national nursing certification(s) or State certification(s) graduates of the project will be eligible to take.

93.299 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Not applicable. This program is excluded from coverage under E.O. 12372.

Award Procedure:  Notification in writing. Notice of Grant Award will be issued by Headquarters Office.

Deadlines:  Application deadlines can be obtained via the Internet (www.hrsa.gov/bhpr/grants.html).

Range of Approval/Disapproval Time:  About 4 months.

Appeals:  Not applicable.

Renewals:  Not applicable. Due to a change in legislation, there will not be any "New" grant awards under this program. This program has been consolidated into the Advanced Education Nursing Grant Program (93.247) in fiscal year 2000.

Criteria for Selecting Proposals:  Project purposes must be consistent with and promote the purposes identified in the law. Need must be documented, and the capability of achieving project goals must be described. In making awards of grants under this section, preference will be given to any qualified applicant that — (A) has a high rate for placing graduates in practice settings having the principal focus of serving residents of medically underserved communities; or (B) during the 2-year period preceding the fiscal year for which such an award is sought, has achieved a significant increase in the rate of placing graduates in such settings. Preference will be given only for applications ranked above the twentieth percentile of applications that have been recommended for approval by the appropriate peer review group.

Examples of Funded Projects:  Only programs in a collegiate school of nursing, leading to a graduate degree in nursing, are eligible for funding. All clinical nursing specialties are eligible for Advanced Nurse Education funds. Projects to prepare nursing educators, public health nurses, or clinical nurse specialists are eligible.

Range and Average of Financial Assistance:  From $116,454 to $360,871; $217,316.

93.299 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, 36 non-competing grants and 20 new grants were awarded for a total of 56 grants. This program is being consolidated into the Advanced Education Nursing Grant Program in fiscal year 2000. The new Catalog number for Advanced Education Nursing Grant Program is 93.247.

93.299 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula or matching requirements.

Length and Time Phasing of Assistance:  Assistance up to 3 years.

Uses and Use Restrictions:  To meet the costs of projects to meet the cost of projects that support the enhancement of advanced nursing education and practice including combined RN/Masters degree programs for the advanced education of registered nurses at the master's and doctoral levels. A project must provide an educational program to prepare registered nurses as nurse educators, public health nurses or in clinical nurse specialties determined by the Secretary to require advanced education.

93.299 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted annually. A financial status report must be submitted within 90 days after the end of each budget period. A final progress report and final financial status report must be submitted within 90 days after the end of the project period.

Audits:  "In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), Audits of States, Local Governments, and Non-Profit Organizations, nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133." In addition, grants and cooperative agreements are subject to inspection and audits by DHHS and other Federal government officials.

Records:  Expenditures and other financial records must be retained for 3 years from the day on which the grantee submits the last financial status report for the report period.
