93.358:  Advanced Education Nursing Traineeships

Objectives:  Grants are awarded to eligible institutions to provide financial support through traineeships for registered nurses enrolled in advanced education nursing programs to prepare nurse practitioners, clinical nurse specialists, nurse midwives, nurse anesthetists, nurse administrators, nurse educators, public health nurses and nurses in other specialties determined by the Secretary to require advanced education.

93.358 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Eligible applicants are schools of nursing, academic health centers, and other public or private non-profit entities.

Beneficiary Eligibility:  Traineeship recipients are selected by the participating institutions. A candidate must be enrolled full-time (in the final 12 months of study) in a advanced education nursing program for preparation as a nurse practitioner, nurse-midwife, nurse anesthetist, clinical nurse specialist, public health nurse, nurse administrator, nurse educator, or other nurse specialty determined by the Secretary to require advanced education. The candidate must be pursing a master's or doctoral degree, a combined RN to master's degree, nurse-midwifery certificate in existence on November 12, 1998, or a post-nursing master's certificate. The candidate must be a citizen of the United States, non-citizen national, or foreign national who possesses a visa permitting permanent residence in the United States.

Credentials/Documentation:  For existing program; accredited by a recognized body and bodies or by a State Agency, approved for such purpose by the Secretary of Education. For a new program, a letter of reasonable assurance of accreditation from the Secretary of Education. Nurse midwifery programs must provide evidence of pre-accreditation or accreditation from the American College of Nurse Mid-Wives. For new programs evidence of pre-accreditation must be submitted by September 1. Certificate programs must have been in existence on November 12, 1998. Nurse Practitioner and Nurse Midwifery programs must meet guidelines published in 42 CFR Chapter 1, 57-2401, Subpart Y and appendix. Evidence of pre-accreditation or accreditation from the American Association of Nurse Anesthetists (AANA) Council on Accreditation of Nurse Anesthesia Education programs must be provided for nurse anesthesia programs.

93.358 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from courage under E.O. 12372.

Award Procedure:  Notification is made in writing through a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines can be obtained via the Internet at: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  About 4 months after receipt of application.

Appeals:  Appeals are available only to grantees.

Renewals:  Competitive continuations may be submitted during the final budget period of the approved project period.

Criteria for Selecting Proposals:  Eligible applicants must meet all applicable Federal guidelines and/or graduates must be eligible for national nursing organization certification, and/or programs must meet other national organizational guidelines, as appropriate, in the nursing field of study.

Examples of Funded Projects:  This program provides traineeships to nursing students to cover the costs of tuition and fees, books and reasonable living allowance.

Range and Average of Financial Assistance:  In fiscal year 1999, the awards arranged from a low of $551 to a high $238,465. The average under this program was $56,288.

In fiscal year 1999, 283 grants were awarded. It is estimated that 300 grants will be awarded in fiscal years 2000 and 2001.

93.358 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Project periods are for (1) year.

Uses and Use Restrictions:  Funds can only be used to pay all or part of the costs of tuition, books, and fees of the program of advanced nurse education, and reasonable living expenses of the individual during the period for which the traineeship is provided. No more than 10 percent of the traineeship funds may be obligated for individuals in doctoral degree programs. In direct costs and trainee travel are not allowed. Maximum period of support is limited to 36 months of full or part-time study for each graduate student. Nurse anesthetist students are only eligible for traineeship support during their first year.

93.358 POST ASSISTANCE REQUIREMENTS:

Reports:  Annual financial status reports.

Audits:  In accordance with the provisions of OMB Circular No. A-133, "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of expenditure and 3 years after final disposition of nonexpended property. If questions remain, such as those raised as a result of an audit, records must be retained until the matter is resolved. Statement of Appointment forms must be maintained for 3 years.
