93.594:  Tribal Work Grants

Popular Name:  Native Employment Works (New) Grants (Grants for Indian tribes and Alaska Native organizations that Received Job Opportunities and Basic Skills Training (JOBS) Funds)

Objectives:  To allow eligible Indian Tribes and Alaska Native organizations to operate a program to make work activities available.

93.594 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  An Indian Tribe or Alaska Native organization that conducted a Tribal JOBS Program in fiscal year 1995.

Beneficiary Eligibility:  Service areas and populations as designated by the eligible Indian Tribe or Alaska Native organization.

Credentials/Documentation:  None.

93.594 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Not applicable. This program is excluded from coverage under E.O. 12372.

Application Procedure:  Each eligible Indian Tribe or Alaska Native organization must submit a NEW plan to the Secretary for approval.

Award Procedure:  The Administration for Children and Families (ACF) will issue grant awards.

Deadlines:  For the July 1, 1998, through June 30,1999 NEW Program Year, plans were submitted prior to July 1, 1998. These plans are effective for three program years until June 30, 2001.

Range of Approval/Disapproval Time:  Has yet to be determined.

Appeals:  None.

Renewals:  None.

Criteria for Selecting Proposals:  Not applicable.

Examples of Funded Projects:  Currently, 78 tribal grantees operate work activity programs under NEW.

Range and Average of Financial Assistance:  The range is from $5,187 to $1,752,666; $97,862. However, nine percent of NEW grants are $10,000 or less; 36 percent of the grants are $10,000 to $50,000; 29 percent of the grants are $50,000 to $100,000 and 26 percent are over $100,000.

93.594 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, 78 grants were awarded, which represented 100 percent of the total eligible grantee population. Similar awards are estimated for fiscal years 2000 and 2001.

Authorization:  Social Security Act, Title IV, Part A, Section 412(a)(2), as amended.

Regulations, Guidelines, and Literature:  Regulations for the Native Employment Works (NEW) Program are pending publication.

93.594 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  See section 412(a)(2) of the Social Security Act, as amended. The grant amount for each Tribe will equal the amount it received in fiscal year 1994 to operate its JOBS Program. There are no matching requirements.

Length and Time Phasing of Assistance:  Grants will be issued in a lump sum.

Uses and Use Restrictions:  Tribes have broad flexibility to use the grant for the purpose of making work activities available.

93.594 POST ASSISTANCE REQUIREMENTS:

Reports:  An annual program and statistical report, and an SF 269-A are required.

Audits:  The Secretary will have the ability to maintain program funding accountability consistent with generally accepted accounting principles and the requirements of the Indian Self Determination and Education Assistance Act (25 U.S.C. 450 et seq.).

Records:  Indian Tribes and Alaska Native organizations must maintain records containing information the Secretary may require.
