93.884:  Grants for Residency Training in General Internal Medicine and/or General Pediatrics

Popular Name:  Primary Care Training

Objectives:  Grants are awarded to assist graduate training programs in family medicine, general internal medicine and/or general pediatrics to expand and improve the quality of residency training programs that prepare graduates to enter primary care practice. Residency training programs should emphasize national innovations aimed at primary care residency education across disciplines.

93.884 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Applicant must be an accredited public or private nonprofit school of allopathic medicine or osteopathic medicine or a public or nonprofit hospital or other public or private nonprofit entity. Each allopathic program must be fully or provisionally accredited by the Accreditation Council for Graduate Medical Education. Each osteopathic program must be approved by the American Osteopathic Association.

Beneficiary Eligibility:  Accredited nonprofit schools of medicine and osteopathic medicine and nonprofit hospitals and other public or private nonprofit entities.

Credentials/Documentation:  Schools must be accredited by a recognized body or bodies approved for such purposes by the Secretary of Education, or a letter of reasonable assurance of accreditation from the Secretary of Education. Hospitals must be accredited by the Joint Commission on Accreditation of Hospitals or the American Osteopathic Associations. Costs will be determined in accordance with DHHS Regulations 45 CFR, Part 74, Subpart Q.

93.884 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Not applicable. This program is excluded from coverage under E.O. 12372.

Award Procedure:  Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines are available on the World Wide Web at www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  From 4 to 6 months after receipt of application.

Appeals:  Appeals are only available to grantees.

Renewals:  During the last budget period of the project period, competing continuation applications may be submitted for up to three (3) years of support.

Criteria for Selecting Proposals:  Applications are reviewed according to the following criteria: (1) General Quality, (2) Innovation, (3) Quality of Curriculum, (4) Feasibility, (5) External Validity.

Examples of Funded Projects:  None.

Range and Average of Financial Assistance:  From $108,000 to $294,561; $198,943 for Family Medicine and From $108.968 to $300,509; $211,725 for General Internal Medicine and/or Pediatrics.

93.884 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, 76 non-competing continuations and 23 new grants were issued for Family Medicine and 21 non-competing continuations and 18 new grants were issued for General Internal Medicine and/or General Pediatrics. In fiscal year 2000 we expect to issue 48 non-competing continuations and 35 new for Family Medicine and 35 non-competing continuations and 34 new awards for General Internal Medicine and/or General Pediatrics. No awards are estimated for fiscal year 2001.

93.884 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Project periods are for three (3) years.

Uses and Use Restrictions:  Grants may not be used for new construction, patient services.

93.884 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted for the second or subsequent budget period within the approved project period for continued funding. Financial Status Reports are required within 90 days after the end of each budget period. A final progress report and financial status report must be submitted within 90 days after the end of the project period.

Audits:  In accordance with the provisions of OMB Circular No. A-133, "Audits of State, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of expenditure reports and 3 years after final disposition of nonexpendable property. If questions remain, such as those raised as a result of audit, records must be retained until the matter is resolved.
