93.895:  Grants for Faculty Development in Family Medicine

Objectives:  Grants are awarded to plan, develop and operate a program for the training of physicians who plan to teach in family medicine (including geriatrics), general internal medicine, general pediatrics, and to provide financial assistance (in the form of traineeships) to physicians who are participating in any such program.

93.895 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Accredited schools of medicine or osteopathic medicine, public or private nonprofit hospital, or other public or private nonprofit entities.

Beneficiary Eligibility:  Public or private nonprofit hospitals; accredited schools of medicine and osteopathic medicine; and nonprofit health and educational institutions.

Credentials/Documentation:  Accreditation required by the Joint Commission on Accreditation of Hospitals or the American Osteopathic Association (through the Board of Trustees). For existing schools: accredited by a recognized body or bodies approved for such purposes by the Secretary of Education. For new schools: a letter of reasonable assurance of accreditation from the Secretary of Education.

93.895 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O. 12372.

Application Procedure:  The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants Page is "www.hrsa.gov/bhpr/grants.html". This year BHPr has decided to use Adobe Acrobat to publish the grant documents on the Web page. In order to download, view and print these grant documents, you will need a copy of Adobe Acrobat Reader. This can be obtained without charge from the Internet by going to the Adobe Web page ("www.adobe.com") and downloading the version of the Adobe Acrobat Reader which is appropriate for your operating system, i.e., Windows, Unix, Macintosh, etc. A set of more detailed instructions on how to download and use the Adobe Acrobat Reader can be found on the BHPr Grants Web page under "Notes on this WWW Page."

Award Procedure:  Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines can be obtained via the Internet at: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  From 4 to 6 months after receipt of applications.

Appeals:  Appeals are available only to grantees.

Renewals:  During the final budget period of the approved project period a competing continuation applications may be submitted for up to 3 years of support.

Criteria for Selecting Proposals:  Competing applications are initially reviewed by nonfederal consultants. Approval of any application will be based on an analysis of the following factors: (1) Overall quality of proposed concept and approach; (2) quality of proposed project leadership; (3) quality of existing and proposed faculty and staff; (4) quality of proposed curriculum; and project focus on primary care. In making awards of grants under this section, preference will be given to any qualified applicant that — (A) has a high rate of placing graduates in practice settings having the principal focus of serving residents of medically underserved communities; or (B) during the two-year period preceding that fiscal year for which such an award is sought, has achieved a significant increase in the rate of placing graduates in such settings. This statutory general preference will only be applied to applications that rank above the 20th percentile of applications recommended for approval by the peer review group.

Examples of Funded Projects:  Projects have been awarded to develop the following types of primary care faculty: Primary Care Clinician Researchers, Primary Care Master Educators, Primary Care Community Faculty Leaders, and Community Preceptors.

Range and Average of Financial Assistance:  From $38,545 to $273,920; $168,464 for Family Medicine and $59,727 to $267,110; $161,986 for General Internal Medicine and/or General Pediatrics.

93.895 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, 62 non-competing continuations and 21 new awards were issued for family medicine and 26 non-competing continuations and 10 new awards were issued for General Internal Medicine and/or General Pediatrics. In fiscal year 2000, it is anticipated that three non-competing continuations and 38 new awards will be issued for Family Medicine awards and 16 non-competing continuations and 20 General Internal Medicine and General Pediatrics will be made. No awards are estimated for fiscal year 2001.

93.895 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Project periods are for 3 years.

Uses and Use Restrictions:  Grants may not be used for new construction, patient services, and student assistance.

93.895 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted for the second or subsequent budget period within the approved project period for continued funding. Financial Status Reports are required within 90 days after the end of each budget period. A final progress report and final Financial Status Report must be submitted within 90 days after the end of the project period.

Audits:  In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997) "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of expenditure reports and 3 years after final disposition of nonexpendable property. If questions remain, such as those raised as a result of audit, records must be retained until the matter is resolved.
