93.896:  Predoctoral Training in Primary Care (Family Medicine, General Internal Medicine/General Pediatrics)

Popular Name:  Predoctoral Training

Objectives:  Grants are awarded to assist schools of medicine or osteopathic medicine to promote predoctoral training. The program assists schools in meeting the costs of projects to plan develop and operate or participate in an approved predoctoral training program in the field of family medicine, general internal medicine, and general pediatrics. Proposed projects should seek to expand and enhance the quality of predoctoral initiatives: (1) Innovation, (2) Comprehensive Models, and (3) Establishment and expansion of Required Clerkships.

93.896 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Any accredited nonprofit school of allopathic medicine or osteopathic medicine.

Beneficiary Eligibility:  Any accredited nonprofit school of medicine or osteopathic medicine.

Credentials/Documentation:  For existing schools: accredited by a recognized body or bodies approved for such purposes by the Secretary of Education. For new schools: a letter of reasonable assurance of accreditation from the Secretary of Education.

93.896 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O. 12372.

Application Procedure:  The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants Page is "http"//www.hrsa.gov/bhpr/grants.html." This year BHPr has decided to use Adobe Acrobat to publish the grant documents on the Web page. In order to download, view and print these grant documents, you will need a copy of Adobe Reader. This can be obtained without charge from the Internet by going to the Adobe to the Adobe Web page ("www.adobe.com") and downloading the version of the Adobe Acrobat Reader which is appropriate for your operating system, i.e., Windows, Unix, Macintosh, etc. A set of more detailed instructions on how to download and use the Adobe Acrobat Reader can be found on the BHPr Grants Web page under "Notes on this WWW Page."

Award Procedure:  Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines can be obtained via the Internet at: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  From 4 to 6 months after receipt of application.

Appeals:  Appeal are available only to grantees.

Renewals:  At the end of the initial project period, competing continuation applications may be submitted for up to three (3) years of support.

Criteria for Selecting Proposals:  Competing applications are initially reviewed by nonfederal consultants. Approval of any application will be based on an analysis of the following factors: (1) overall quality, (2) faculty leadership, quality and diversity (3) institutional support, (4) curriculum content, (5) innovation; and past and intended outcomes, evaluation and dissemination. In making awards of grants under this section, preference will be given to any qualified applicant that — (A) has a high rate for placing graduates in practice settings having the principal focus of serving residents of medically underserved communities; or (B) during the 2-year period preceding the fiscal year for which such an award is sought, has achieved a significant increase in the rate of placing graduates in such settings. Preference will be given only for applications ranked above the 20th percentile of applications that have been recommended for approval by the appropriate peer review group.

Examples of Funded Projects:  Predoctoral Training in Primary Care (Family Medicine, General Internal Medicine/General Pediatrics). Enhance required Family Medicine Clerkship, integration of longitudinal preceptorship.

Range and Average of Financial Assistance:  The range is from $43,200 to $235,609; $114,079.

93.896 PROGRAM ACCOMPLISHMENTS:

In fiscal year 1999, 86 awards were made. It is estimated that 47 Family Medicine continuations, 35 Family Medicine competitive awards, and five General Internal Medicine and General Pediatrics competitive awards will be made in fiscal year 2000. No awards are estimated for fiscal year 2001.

93.896 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  None.

Length and Time Phasing of Assistance:  Project periods are for three (3) years.

Uses and Use Restrictions:  Grants may not be used for construction or patient services.

93.896 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted for the second or subsequent budget period within the approved project period. Financial status reports are required within 90 days after the end of each budget period. A final progress report and financial status report must be submitted within 90 days after the end of the project period.

Audits:  In accordance with the provisions of OMB Circular No. A-133 "Audits of State, Local Government, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after submission of expenditure reports and 3 years after final disposition of nonexpendable property. If questions remain such as those raised as a result of audit, records must be retained until the matter is resolved.
