93.962:  Health Administration Traineeships and Special Projects Program

Objectives:  To support eligible students enrolled in accredited graduate programs in health administration, hospital administration, or health policy analysis and planning, and to assist in the development or improvement of programs to prepare students for employment with public or nonprofit private entities.

93.962 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Eligible applicants are State or local governments (that have in effect preventive medical and dental public health residency programs) or public or nonprofit private educational entities (including graduate schools of social work and business schools that have health management programs) that offer a graduate program in health administration, hospital administration or health policy analysis and planning accredited by the Accrediting Commission on Education in Health Services Administration. Applicants must assure that, in providing traineeships, priority will be given to students who demonstrate a commitment to employment with public or nonprofit private entities in health administration and management.

Beneficiary Eligibility:  For the traineeships component of the program, the graduate health administration student must be a U.S. citizen or have a visa permitting permanent residence, and enrolled in an accredited program in health administration, hospital administration, or health policy analysis and planning. Student applicants must meet the admission requirements of the graduate program. For the special project component of the program, any public or private nonprofit educational institution (excluding schools of public health) which offers a program in health administration, hospital administration or health policy analysis and planning which is accredited by the Accrediting Commission on Education for Health Services Administration.

Credentials/Documentation:  Costs will be determined by DHHS Regulations 45 CFR, Subpart Q.

93.962 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  This program is excluded from coverage under E.O. 12372.

Application Procedure:  The new URL (Uniform Resource Locator) for the Bureau of Health Professions (BHPr) Grants Page is "www.hrsa.gov/bhpr/grants.html. This year BHPr has decided to use Adobe Acrobat to publish the grant documents on the Web page. In order to download, view and print these grant documents, you will need a copy of Adobe Acrobat Reader. This can be obtained without charge from the Internet by going to the Adobe Web page ("www.adobe.com") and downloading the version of the Adobe Acrobat Reader which is appropriate for your operating system, i.e., Windows, Unix, Macintosh, etc. A set of more detailed instructions on how to download and use the Adobe Acrobat Reader can be found on the BHPr Grants Web page under "Notes on this WWW Page."

Award Procedure:  Notification is made in writing by a Notice of Grant Award issued from the Headquarters Office.

Deadlines:  Application deadlines are available on the World Wide Web at address: www.hrsa.gov/bhpr/grants.html.

Range of Approval/Disapproval Time:  From 4 to 6 months after receipt of applications.

Appeals:  Appeals are available only to grantees.

Renewals:  At the end of the initial project period, competing continuation applications may be submitted for up to three years of support.

Criteria for Selecting Proposals:  For traineeships, after peer review, available funds are distributed on a formula basis to approved applicants with programs in health administration, hospital administration, or health policy analysis and planning, accredited by the Accrediting Commission on Education for Health Services Administration. For special projects, after peer review, funds are awarded in rank order up to $25,000 including indirect costs. In making awards of grants under this section, preference will be given to qualified applicants that meet the following conditions: (1) Not less than 25 percent of the graduates of the applicant are engaged in full-time practice settings in medically underserved communities. (2) The applicant recruits and admits students from medically underserved communities. (3) For the purpose of training students, the applicant has established relationships with public and nonprofit providers of health care in the community involved. (4) In training students, the applicant emphasizes employment with public or nonprofit private entities.

Examples of Funded Projects:  In fiscal year 1999, under continuation of prior authorization, 41 eligible programs received funding for Traineeships, and 13 eligible programs received funding for Special Projects. Examples of funded projects include: practice-education linkages, administration in the environment of public and nonprofit organizations, recruitment and service in minority and medically underserved communities.

Range and Average of Financial Assistance:  From $2,493 to $54,842; Average Traineeship Award: $17,584. Average Special Project Award: $24,898.

In fiscal year 1999, 41 continuations and no competitive grants were awarded. In fiscal year 2000, it is anticipated 41 awards will be made. No awards are estimated for fiscal year 2001.

93.962 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  Funds for the traineeship component are awarded on a formula basis among schools with approved applications based on comparative student enrollment. Special projects up to $25,000 each are awarded to schools with approved projects applications in rank order according to priority score. Section 771 requires that no more than 30 percent of funds obligated for health administration be obligated for special project grants. Neither component has matching requirements.

Length and Time Phasing of Assistance:  Project periods are for three years.

Uses and Use Restrictions:  Grant funds awarded for traineeships are for student support only. Grant funds awarded for special projects are not to be used for construction or student assistance.

93.962 POST ASSISTANCE REQUIREMENTS:

Reports:  A progress report must be submitted for the second or subsequent budget period within the approved project period. Financial status reports are required within 90 days after the end of each budget period. A final progress report and final financial status report must be submitted within 90 days after the end of the project period.

Audits:  In accordance with the provisions of OMB Circular No. A-133, "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year.

Records:  Financial records must be kept available for 3 years after the submission of expenditure report, and 3 years after the final disposition of non-expendable property. If questions remain, such as those raised as a result of an audit, records must be retained until the problem is resolved.
