93.982:  Mental Health Disaster Assistance and Emergency Mental Health

Objectives:  To provide supplemental emergency mental health counseling to individuals affected by major disasters, including the training of workers to provide such counseling.

93.982 ELIGIBILITY REQUIREMENTS:

Applicant Eligibility:  Applicants may be State or local nonprofit agencies as recommended by the State Governor and accepted by the Secretary.

Beneficiary Eligibility:  Individuals who were victims of major disasters.

Credentials/Documentation:  Costs will be determined in accordance with OMB Circular No. A-87 for State and local governments. For other grantees, costs will be determined in accordance with HHS Regulations 45 CFR, Part 74, Subpart Q.

93.982 APPLICATION AND AWARD PROCESS:

Preapplication Coordination:  Not applicable. This program is excluded from coverage under E.O. 12372.

Application Procedure:  The standard application forms, as furnished by PHS and required by 45 CFR, Part 92 for State and local governments, must be used for this program. Application form (PHS 5161-1) is submitted by the State Coordinating Officer to the Regional Director, Federal Emergency Management Agency, no later than 60 days following declaration of a disaster. This program is subject to the provisions of 45 CFR, Part 92 for State and local governments and OMB Circular No. A-110 for nonprofit organizations.

Award Procedure:  Applications are reviewed by an objective review committee and recommended for approval or disapproval. Final determination for an award is made by Federal Emergency Management Agency.

Deadlines:  Not later than 60 days following a major disaster declaration by the President of the United States.

Range of Approval/Disapproval Time:  About 30 days.

Appeals:  Not applicable.

Renewals:  None.

Criteria for Selecting Proposals:  Presidential declaration of the disaster area. Justified need for supplementary services.

Examples of Funded Projects:  Services provided to victims of hurricanes and floods.

Range and Average of Financial Assistance:  The range is from $47,000 to $3,705,061; $1,876,030.

93.982 ASSISTANCE CONSIDERATIONS:

Formula and Matching Requirements:  This program has no statutory formula or matching requirements.

Length and Time Phasing of Assistance:  Assistance may be for 9 months with a possible extension of up to 90 days as approved by FEMA Regional Director.

Uses and Use Restrictions:  Provides funds for staff, travel, consultants and other expenses incident to the provision of mental health counseling to and referral of individuals in a disaster area. Funds may not be used for long-term treatment.

93.982 POST ASSISTANCE REQUIREMENTS:

Reports:  Quarterly progress reports with final progress report within 90 days after termination. Interim financial status report due within 120 days after start date and final due 90 days after termination.

Audits:  In accordance with the provisions of OMB Circular No. A-133 (Revised, June 24, 1997), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that receive financial assistance of $300,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $300,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. In addition, grants and cooperative agreements are subject to inspection and audits by DHHS and other Federal government officials. In addition, 45 CFR 74.26 requires that for-profit recipients and subrecipients have an audit performed in accordance with Government Auditing Standards or Circular No. A-133.

Records:  Records must be retained for at least 3 years; records shall be retained beyond the 3 year period if audit findings have not been resolved.
